About this file

This is Addendum #3 to a competitive sealed bid solicitation issued by the Town of Stratford, Connecticut, for the elevation of a two-story residential home above flood elevation at 105 Washington Parkway. The original bid due date has been postponed to 10:00 a.m. on Thursday, August 20, 2026, with sealed bids to be received at the Purchasing Department, 2725 Main Street, Room 104, Stratford, Connecticut 06615. A non-mandatory site meeting was held on July 29, 2026, to allow prospective bidders to assess site conditions. The project timeline extends from the date of award through December 31, 2026. Substantial completion is defined as achievement of five essential project elements: structural piers and foundation installation, house connection to foundation, electricity reconnection, sewer and water reconnection, and stair access with railings to door entrances, with remaining scope items allowable within a reasonable period thereafter without liquidated damages.

This addendum clarifies that neither Connecticut Department of Labor prevailing wage rates nor Federal Davis Bacon wage rates apply to the project, removing the requirement to request a lump sum amount for prevailing wage costs under the original addendum. The owner, Mr. Joseph Sansone, must be named as an additionally insured party on all insurance policies, and builder's risk insurance coverage shall remain in effect until utilities are reconnected and inspected. The project is funded by a U.S. Department of Homeland Security grant with FEMA grant requirements incorporated into the bid specifications.
