About this file
This is a Questions and Answers document for the Library of Congress Baton System Replacement solicitation (2026-LGR-0010).
The Q&A clarifies key technical and operational requirements for the server hardware procurement and installation project at the National Audio-Visual Conservation Center's Video Lab (Room 3110). The Library of Congress generated the Dell server specifications, which have been reviewed by Interra Systems (Baton). Critical clarifications include that contractors are not responsible for decommissioning legacy equipment; iDRAC ports need not be wired to LOC network switches; PDUs are not required; and Power Distribution Units do not require network connectivity or monitoring. The contractor must supply SFP transceivers for server and switch connections using dual LC-UPC optical fiber connectors with interduct cable preferred. The project involves air-gapped networks where LOC will provide IP addresses, port configurations, and handle domain integration—contractors bear no responsibility for Active Directory integration, security policy installation, or server commissioning to domains. Interra will coordinate software installation on new servers but will not provide on-site presence. The Library of Congress maintains existing time services on the Baton VLAN and will supply the KVM system hardware as government-furnished equipment. Single dual optical links per server are required rather than redundant dual links, and the network already has SFPs available for the switch infrastructure.

No
2
Were the Dell server specs generated by LOC or Interra Systems (Baton)?
LOC generated the Specs, Baton has reviewed them.
3
Does the LOC want the iDRAC ports wired to the LOC network switches?
No
4
There are no PDU's in the BOM. Does the LOC require PDU's to support the UPS output and server and KVM power?
No
5
Are Baton software updates and commissioning services (including travel) covered under the LOC service agreement with Interra (Baton). Please confirm.
Interra will work with the SI contractor to install the software on the new servers. They will not be present on-site
6
What LOC active directory domain and group policy integration, if any, will be part of this project? Will the contractor be required to manage this integration? Will the LOC IT services be required for any portion of this to include issuing of IP addresses, switch port assignments and server commissioning, the joining to domains, or installation of security policies?
No – these are air-gapped networks, IP addresses will be assigned and provided as will port configurations for the enterprise switches.
7
Does the LOC have a time server on the Baton VLAN/network? If not, would the LOC like the contractor to provide one?
LOC has time services
8
There are no SFP's on the BOM. Is the LOC providing these for the server and switch connections?
The servers will need to have SFP’s supplied. The Switch will have SFP’s
9
Does the LOC require two dual optical links per server or a single dual link?
Single
10
What type of optical fiber (mode) does the LOC require and what connection type, such as dual-LC with UPC or APC terminations?
Dual LC-UPC
11
What space will the servers be installed in? The RFP mentions the Video Lab Technical Area. Is this room 3110?
This is room 3110
12
Does the LOC prefer duplex cable in interduct or tactical/armored duplex that is less prone to damage.
Interduct is preferred
13
Does the LOC have specific server access rules such as single sign on, CAC integration and certificate services?
No
14
Does the LOC require network connectivity and management for the UPS's such as network drops to a monitoring VLAN or the creation of a monitoring VLAN and monitoring station?
No
