About this file
This is a Firm Fixed Price (FFP) Initial Order for Data Network Support issued under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Library of Congress. The contract requires comprehensive data network engineering services to support IP data network installation, configuration, maintenance, and management across Library-wide infrastructure. Performance begins with a one-month transition period (August 1-31, 2026), followed by a base year (September 1, 2026 – July 31, 2027) and four option years extending through July 31, 2031. Work is performed onsite at multiple Washington DC Metropolitan area facilities including Madison, Adams, Jefferson, Fort Meade Annex, Culpeper, and other Library locations, with occasional after-hours support (estimated less than four times annually) and limited travel to remote facilities.
The contractor must provide technical support for network infrastructure monitoring, incident response, and project-based engineering work estimated at 60% reactive support and 40% project-based support. Key responsibilities include monitoring network health using Cisco Prime and ServiceNow, configuring switches and routers, managing DWDM optical circuits and telecommunication services, and resolving OSI layer 1-3 connectivity issues. Service response and resolution times are governed by a priority matrix ranging from P1 (critical, 15-minute response/4-hour resolution) to P6 (routine, 1-day response/6-month resolution). A Data Network Engineer with minimum 10 years of experience and Cisco CCNA certification (desired) is designated as key personnel. The contractor must deliver weekly reports and quarterly accomplishment reports, develop transition-in and transition-out plans, and operate during Library core business hours (6:30 am – 6:00 pm, Monday-Friday) with capability for emergency response within four hours at Capitol Hill locations. All network equipment and materials are government-furnished; invoices are submitted monthly per Library of Congress instructions.
