L.2.3 Clarifications and Questions
To be considered, all questions pertaining to this solicitation must be submitted using Attachment J6 – 0003 – Questions Template via email to the Contracting Officer, Tiffany Lucas at tluc@loc.gov, and the Contract Specialist, Stephanie Boone at sboone@loc.gov. Phase One questions must be submitted no later than 12:00 PM ET, December 16, 2025.
Phase Two questions must be submitted no later than 12:00 PM ET, February 18, 2026. Questions regarding Attachment J7 – Initial Task Order – Operational Support must be submitted no later than 12:00 PM ET, March 17, 2026. Questions received after this time may not be answered. Answers to questions, if any, will be posted publicly on SAM.gov.
L.2.4 General Information to Offerors
This section discusses general submission instructions and proposal requirements. Offerors must comply with the submission instructions specified in the solicitation. The Library has the right at its discretion, to determine an offer ineligible for award if an Offeror does not comply materially with the submission instructions.
Advisory Down-Select: This competition will be structured as a two-phased “Down-Select” competition in which Offerors are required to submit their response to the first phase to move to the next phase. The purpose of utilizing the down-select method is to streamline the acquisition process to the benefit of both the Offerors and the government.
L.2.4.1 Overview of Down-Select Phases
The Government intends to conduct the evaluation and selection process in two (2) phases, structured as follows:
Phase One: Evaluation of Factor 1: Corporate Experience (Volume I)
Phase Two: Evaluation of Factor 2: Technical Approach (IDIQ only), Factor 3: Past Performance, Factor 4: Price (IDIQ), Factor 5: Technical Approach (order) and Factor 6: Price (order). (Volumes II - VI)
For Phase One, offerors shall submit their response to Factor 1 – Corporate Experience. After the Government completes evaluation of Phase 1, offerors will receive an advisory recommendation to proceed or not to proceed with Phase Two in which offerors submit Factors 2 - 6 in accordance with the instructions listed in Section L.2.6 below.
Offerors who are found to not be the most highly rated in Factor 1 will be advised that they are unlikely to be viable competitors, along with the general basis for the Library’s advisory recommendation. The intent of this advise is to minimize development costs for those offerors with little to no chance of receiving an award. However, notwithstanding the advice provided by the Government in response to their Phase 1 submissions, all respondents may participate in Step 2.
L.2.5 Email Submission Instructions and Format
(a) All proposals shall be submitted electronically via email to the Contracting Officer and Contract Specialist identified in Section G, no later than the response date specified in the solicitation for each phase.
The email for Phase I must include the following in the subject line “[Insert your Offeror Name], Phase I: Volume 1 Proposal for 030ADV26R0008 – IT Operational Support”. Volume I – Corporate Experience shall be submitted by Monday, January 5, 2026, by 12:00 PM ET. Offerors who fail to submit Volume I by the date and time will not be considered for award and the Library will not accept any other proposal volume.
The email for Phase II must include the following in the subject line “[Insert your Offeror Name], Phase II: Volume II-VI Proposal for 030ADV26R0008 – IT Operational Support”. Volumes II – VI shall be submitted by the date and time provided in the advisory recommendation letter. The deadline for Phase II submissions is 12:00 PM ET, April 7, 2026.
Proposals submitted after the date and time listed may not be accepted.
Proposals submitted through SAM.gov will not be accepted.
(b) Email File Size: The maximum size file allowed through the Library’s email system is 20MB. If needed, the Offeror may send multiple emails but must ensure they are clearly identified. Offeror must not submit zipped or locked files.
(c) Offer Format: Offers must be submitted in either Microsoft Office or Adobe formats. Each page must be numbered and labeled with the name of the Offeror, solicitation number, and volume title. The format for all documents must be
8.5 x 11-inch pages, single-spaced 1-inch margins, Times New Roman 10 to 12-point font in text. Font size for tables, graphics, and callout boxes shall be no smaller than 10-point font. No Hyperlinks to external reference information should be included in any section of your proposal.
L.2.6 Proposal Contents
(a) Offerors must submit an offer package that includes six separate volumes. Each volume must be submitted as its own document and must include the solicitation number, the offeror’s name, mailing address, telephone number, Unique Entity Identifier (UEI) number, organization Point of Contact with phone number and email address.
(b) The six separate volumes shall be provided as follows:
Phase I
Volume I – Technical Proposal – Factor 1: Corporate Experience
Phase II
Volume II – Technical Proposal – Factor 2: Technical Approach (IDIQ only)
Volume III – Factor 3: Past Performance (To be submitted by offerors customers using Attachment J2)
Volume IV – Factor 4: Price Proposal (IDIQ only) (To be submitted by offeror using Attachment J1)
Volume V – Initial Order Technical Proposal – Factor 5: Technical Approach
Volume VI – Factor 6: Price Proposal (Order only) (To be submitted by offeror using Attachment J5)
Volume I. Technical Proposal – Corporate Experience. (Volume 1 shall not exceed 2 pages in length per project and 2 pages in length for the narrative response, not including a cover letter, cover page, table of contents and executive summaries. Projects and narrative responses exceeding the 2-page limit will not be read.)
A.1. Factor 1 - Corporate Experience.
Offerors shall provide a narrative describing their experience performing the services identified in Section C of this solicitation.
In addition, offerors shall submit descriptions of three (3) complete and/or ongoing projects performed for commercial and/or federal clients in the past five (5) years.
Projects shall be similar in scope and complexity to the services required by the IDIQ Statement of Work (SOW). Offerors must provide examples of its own experience, not the experience of any proposed subcontractors.
The Offeror shall provide sufficiently detailed information for the Library to determine the ability of the Offeror to perform the requirements in this solicitation. The Library is interested in examples of real work with actual results of the offeror in fulfilling similar requirements to the requirements in this solicitation, specifically, fulfilling the service related requirements and service-related deliverables in Section C.
The following information must be provided for each complete and/or ongoing project:
1. Customer name, address, e-mail address and telephone number.
2. Contract number, period of performance, and total dollar amount.
3. A description of the scope of work or effort including an overview of the technical requirements worked, roles provided, and long-term results achieved. In addition, offerors shall clearly indicate if you were the prime contractor or sub-contractor on the contract.
4. A description of how the project demonstrates offeror’s expertise in delivering the services required in this solicitation.
5. Offeror’s overall management of any subcontractor(s) for the project and how the relationship provided quality service to the customer.
6. How offeror provided solutions to resolve any problems encountered during the performance of services for the contract.
When subcontracting arrangements are proposed, an additional two (2) corporate experience projects for each subcontractor proposed must be submitted. Subcontractor examples must contain the same information listed above for their examples. Offerors shall also state if they have worked with any of the proposed subcontractor before and if they have, state what type of project it was.
Failure to provide the required information described above, shall render the proposal ineligible for award.
Volume II. Technical Proposal – Technical Approach (IDIQ). (Volume II shall not exceed 20 pages in length, not including cover letter, cover page, table of contents, executive summaries, and acronym list. Appendices shall count towards the page limit. Pages exceeding the 20-page limit will not be read.)
B.1. Factor 2 – Technical Approach (IDIQ)
Offerors shall submit a narrative that describes their approach or process to fulfill the requirements in Section C of the IDIQ solicitation. The narrative must show the offeror’s understanding of the Library’s requirements and demonstrate that the offeror can provide the services required under the contract.
Offerors must respond sequentially to each paragraph in Section C, starting with 3.1, to permit side-by-side consideration of the proposed technical approach with the requirements of this solicitation.
Note: Offerors shall not merely restate the IDIQ solicitation requirements but present a rational methodology for fulfillment of the requirements. A simple repetition and/or paraphrasing of the requirements in the IDIQ solicitation or order will not provide adequate documentation of a proper understanding of the requirements and will deem the technical approach factor unacceptable.
In addition, Offerors shall provide an organizational chart which describes how the offeror will provide staff and manage the IDIQ contract. The organizational structure must include IDIQ key personnel and program management (including names and titles), subcontractors (including business names and roles), and outline major responsibilities for personnel and subcontractors that will be provided for this contract. The organizational structure shall show how the offeror will provide services under the contract, and how subcontractors will be managed if proposed.
Additionally, Offerors shall submit a narrative describing their plans for recruiting (including providing an estimate turnaround time for providing a replacement staff member if the primary is unable to perform their duties), training, and retaining personnel to meet the requirements in Section C.
Volume III. Past Performance. No page limit (must be submitted by the offerors’ customers).
C.1. Factor 3 - Past Performance
Offerors shall send the Past Performance Questionnaire identified in Section J (Attachment J2) to their commercial and/or federal clients. These can be the same clients provided in the Corporate Experience Section. Offerors shall ensure that the Government receives at least three (3) completed questionnaires. At least one questionnaire must be for the prime contractor. Forms submitted directly to the Government by the offeror will not satisfy the requirement for past performance information and will not be evaluated.
Questionnaires shall be returned directly to the Contracting Officer, Tiffany Lucas at tluc@loc.gov, and the Contract Specialist, Stephanie Boone at sboone@loc.gov, by the solicitation closing date and time. References may be for the prime or subcontractors; however, at least one (1) shall concern the relevant past performance of the prime.
Volume IV. Price Proposal (IDIQ). No page limit (Must be submitted as a separate file from Volume VI)
D.1. Factor 4 - Price
(i) Offerors shall complete and return a copy of Attachment J1 – IT Operational IDIQ Labor Categories and Pricing as a part of their price proposal. Tab 2 of the attachment shall include a complete list of the fully loaded rates for each labor category provided which is anticipated to complete all the requirements described in Section C of the solicitation. Rate pricing shall include all services required by the statement of work and shall be inclusive of all of the offeror’s direct costs, indirect cost, and profit.
Partial pricing by an Offeror shall render the proposal non-responsive to the Library’s requirement and the proposal may not be considered for award.
Note: Offerors must include any ground rules and/or assumptions in their proposal. Ground rules and/or assumptions must indicate a clear reference to the solicitation term(s) or condition(s) that is (are) excepted or modified. Any ground rules and/or assumptions inconsistent with the solicitation terms will render the offerors proposal unacceptable.
Ground rules and/or assumptions are not accepted by the Library unless approved by the Contracting Officer in writing.
Silence by the Contracting Officer does not provide acceptance.
(ii) Offerors that require the full street address for the DC2, DC3, and DC4 Library Data Centers shall complete Attachment J4 – Non-Disclosure Agreement (NDA). Offers shall provide a completed and signed NDA form to the Contracting Officer and Contract Specialist via email at tluc@loc.gov and sboone@loc.gov .
(iii) Submission of SF1449 (solicitation) and SF30 (amendments) to the solicitation: Offeror must provide a signed copy of the original SF1449 and any amendments to acknowledge and confirm the Offeror has read and agrees to comply with the terms and conditions of this solicitation. The SF1449 and SF30 to the solicitation must be signed, dated and submitted as part of the quote.
(iv) Representations and Certifications – Offerors shall submit a signed copy of the provisions from Section K unless provided and updated within SAM.gov.
Volume V. Technical Proposal – Technical Approach (Initial Orders). (Volume V shall not exceed 30 pages in length, not including cover letter, cover page, table of contents, executive summaries, and acronym list. Appendices shall count towards the page limit. Pages exceeding the 30-page limit will not be read.)
Initial Orders - Factor 5
E.1. Technical Approach – Data Network Support. Offerors shall submit a narrative that describes their approach or process to fulfill the requirements in the task order provided in Attachment J4. The narrative must show the offeror’s understanding of the Library’s requirement and demonstrate that the offeror can provide the services required under the order. Offerors shall also submit a draft Transition-In Plan to describe how services will be transitioned from the incumbent contractor. The Transition-In Plan shall describe the onboarding of staff and assignment of duties and responsibilities that will ensure the required services are continued through the transition period.
Offerors must respond sequentially to each paragraph in Section C, starting with 3.1, to permit side-by-side consideration of the proposed technical approach with the requirements of the initial order.
Additionally, offerors shall provide a detailed description of the proposed labor mix (using the specific labor categories from Attachment J1 and providing the number of hours being proposed for each labor category) to be used to perform the services under the initial task order provided in Attachment J4.
E.2 Technical Approach – Operational Support.
Offerors shall submit a narrative that describes their approach or process to fulfill the requirements in the task order provided in Attachment J7.
Offerors must respond sequentially to each paragraph in Section C, starting with 3, to permit side-by-side consideration of the proposed technical approach with the requirements of the initial order.
Additionally, offerors shall provide a detailed description of the proposed labor mix (using the specific labor categories from Attachment J1 and providing the number of hours being proposed for each labor category) to be used to perform the services under the initial task order provided in Attachment J7.
Volume VI. Price Proposal – Initial Orders. No page limit (Must be submitted as a separate file from Volume IV)
Initial Orders – Factor 6
F.1. For evaluation purposes, Offerors shall complete tabs 2 and 3 of Attachment J5 – Initial Order Pricing Sheet for the initial task orders. The initial task order pricing must include a complete breakdown of the labor mix (labor categories, hours, and fully loaded rates) for each year needed to complete the requirements identified in Attachments J4 and J7.
The task order pricing must align with the rates provided in tab 2 of Attachment J1.
Offerors must provide pricing for the base year, as well as for each option for the initial task order to be considered for award. No blended rates in the task order will be allowed. Partial pricing by the Offeror shall render the proposal non-responsive to the Library’s requirement and the proposal may not be considered for award.
Note: Offerors must include any ground rules and/or assumptions in their proposal. Ground rules and/or assumptions must indicate a clear reference to the solicitation term(s) or condition(s) that is (are) excepted or modified. Any ground rules and/or assumptions inconsistent with the solicitation terms will render the offeror’s proposal unacceptable.
Ground rules and/or assumptions are not accepted by the Library unless approved by the Contracting Officer in writing.
Silence by the Contracting Officer does not provide acceptance.
