About this file
This addendum to ITB 20262035 issued by the City of Eugene Public Works Wastewater Division on May 28, 2026, provides clarifications and amendments regarding the Secondary Clarifier Mechanism Recoating project at the Metropolitan Wastewater Management Commission facility. The project involves the recoating of ten secondary clarifier mechanisms over five consecutive dry-weather construction seasons from summer 2026 through summer 2030, with two mechanisms completed annually. Work encompasses abrasive blasting and protective coating application to all mechanism components and supporting hardware, including galvanized steel, stainless steel suction headers, and stainless steel fasteners. Mobilization of the first two clarifiers is anticipated in summer 2026, with each phase required to be completed by October 1st of its respective year and final completion no later than October 1, 2030. The addendum confirms that a mandatory pre-bid meeting was held and addresses numerous bidder questions regarding project logistics, material specifications, containment requirements, and scheduling. A mandatory pre-bid conference was conducted on May 13, 2026, at the wastewater facility located at 410 River Avenue, Eugene, Oregon, with sealed bids due June 4, 2026, at 2:30 p.m.
Addendum #2 establishes critical pricing terms by incorporating a Price Escalation Provision (Attachment A) applicable only to Project Years 2028, 2029, and 2030, while bid prices for Project Years 2026 and 2027 remain firm and fixed. Bidders must submit lump-sum pricing without including escalation amounts; any approved escalation will be calculated and applied after award using the Mortenson Construction Cost Index (MCCI) with an upward cap of 5% per project year and downward adjustments applied in full. The addendum clarifies that bid security equals 5% of the total base bid lump-sum amount, with escalation ineligible for fuel, disposal, equipment rental, insurance, bonding, overhead, profit, and contingency costs. Full clarifier basin containment with sealed containment and filtered ventilation is required to prevent contamination of adjacent operating clarifiers, with compliance mandated to Lane Regional Air Protection Agency air quality regulations. The contractor bears responsibility and cost for relocation of existing utilities; water is available on-site at the facility for pressure washing, and concrete areas between clarifiers and a gravel lot across Coy Jones Road are available as staging areas.

Questions received from potential Bidders.
1. Does the project currently have an estimated mobilization or completion date? Answer:
Estimated final completion of Clarifiers 9 and 10 are to be completed by the Summer of 2030. No later than October 1st of that year. See Specification section 01 11 00 for estimated clarifier recoating schedule.
2. Please confirm whether full clarifier basin containment is required, or whether the Contractor may use localized containment around the active work area. Answer: Full clarifier basin containment is required. The contractor is required to meet all requirements of Lane Regional Air Protection Agency (LRAPA) air quality regulations. If applicable any air quality permit is to be obtained from LRAPA.
3. Since the recoating scope appears to be limited to metal clarifier mechanism/components and does not include coating of the concrete basin surfaces, please confirm whether containment only needs to cover/control the active metal recoating work area rather than the entire clarifier basin. If localized/indexed containment is acceptable, please confirm whether the Owner has any minimum requirements for containment type, negative air, dust collection, debris collection, overspray protection, or perimeter protection beyond the requirements already stated in the Contract Documents. Answer: Full clarifier basin containment is required.
4. Please confirm whether the Contractor may use supplemental tarping/shielding at the outside edges and perimeter areas where the localized containment does not fully capture the work area. Answer: Not applicable, as full clarifier basin containment is required.
5. We understand adjacent clarifiers may remain in service during blasting and coating operations. Please confirm what level of protection is required for adjacent operating clarifiers, including protection from abrasive, dust, overspray, coating debris, or other construction-related contamination. Answer: Full clarifier basin containment in the basin actively being worked in is required, with sealed containment and filtered ventilation system to prevent the release of abrasive, dust, overspray, and debris. The Contractor is responsible for ensuring that no contamination migrates to adjacent operating clarifiers or process units. Additional protective measures must be implemented as necessary to meet this requirement. Contractors are required to meet all requirements of Lane Regional Air Protection Agency (LRAPA) air quality regulations set by the Lane Regional Air Protection Agency.
6. Please confirm whether bid security is to be calculated based on the total bid amount for all five project years, or only the first authorized project year. Answer: Bid security is based on the total bid lump sum amount.
7. The ITB lists “Bid Security equal to 5% of Base Bid,” while other contract language appears to reference a bid guaranty based on the total bid. Please confirm the required bid security amount for this solicitation. Answer: Bid Security is equal to 5% of base bid total lump sum for this solicitation.
8. The bid form requests lump sum pricing for each project year from 2026 through 2030.
Please confirm whether any escalation will be allowed for future project years, including labor, coatings/materials, abrasive, fuel, disposal, equipment rental, insurance, or bonding costs. Answer: Yes. Price escalation will be allowed for certain cost components for Project Years 2028, 2029, and 2030. The City has added a Price Escalation Provision as Attachment A to this Addendum. Escalation applies only to the eligible cost categories defined in Attachment A. Items such as fuel, disposal, equipment rental, insurance, bonding, overhead, and other excluded costs are not eligible for escalation unless specifically stated.
9. If escalation is not allowed, please confirm that each annual lump sum submitted at bid time will remain fixed for the corresponding project year. Answer: Escalation is allowed for this project. Bidders shall submit firm, fixed lump-sum prices for each project year as shown on the Bid Form. These bid amounts shall not include escalation. For Project Years 2026 and 2027, the lump-sum prices submitted at bid time will remain fixed. For Project Years 2028, 2029, and 2030, the lump-sum bid amounts will be adjusted by the City after award in accordance with the Price Escalation Provision included in this Addendum.
Escalation will be based on the Mortenson Construction Cost Index (MCCI) and will be applied using the formula and requirements described in Attachment A.
10. If a future project year is delayed, deferred, or not authorized as originally scheduled due to Owner funding, budget approval, plant operations, or other Owner-related reasons, please confirm whether the Contractor will be entitled to an adjustment for escalation, remobilization, resequencing, or other cost impacts. Answer: Response: The Contractor shall not be entitled to escalation, remobilization costs, resequencing costs, or other price adjustments due to any delay, deferral, or non-authorization of future project years by the Owner. Pricing for each project year shall remain firm as bid.

11. Can you please confirm whether abrasive blasting and coating are required for the submerged galvanized steel and stainless steel? Answer: Abrasive blasting and coating are required for all submerged galvanized steel (mechanism components), and for all submerged stainless steel not isolated from dissimilar metals (suction header assembly, nuts and bolts). Abrasive blasting activities in Lane County must comply with air quality regulations set by the Lane Regional Air Protection Agency (LRAPA). Ensure any required air quality permit from LRAPA are obtained and compliance with air quality regulations.
12. Is there a bid bond form that is to be used for the Secondary Clarifier Mechanism Recoating Project? Answer: No special form provided, Standard form is acceptable.
