About this file
Summary
This is a Bidding Requirements and Contract Documents package issued by the City of Eugene, Oregon, for the Secondary Clarifier Mechanism Coating Replacement project at the Mwmc Wastewater Plant. The project involves recoating ten secondary clarifier mechanisms over five consecutive dry-weather construction seasons from Summer 2026 through Summer 2030, with two mechanisms recoated annually. The work encompasses grit blasting, surface preparation, metal repairs, and application of protective coating systems to metal mechanisms in active wastewater treatment basins. A mandatory pre-bid meeting is required for all bidders. Sealed bids must be submitted by Thursday, June 4, 2026, at 2:30 p.m. to the City of Eugene Purchasing Office. The contract is structured as a lump sum with a $50,000 owner-controlled contingency allowance for unanticipated metal repairs discovered after coating removal. Work must be scheduled between June 1 and September 30 annually to avoid interruption of facility operations, with extensive coordination requirements between the contractor, owner, and engineer regarding clarifier shutdowns, inspections, and operational continuity.
Bidders must provide a lump sum price for the entire five-year project, with separate schedules of values submitted for each annual phase. Prevailing wage rates apply under Oregon Revised Statute 279C.840, and all subcontractors must be registered with the Construction Contractors Board before commencing work. The contractor must establish and maintain a comprehensive quality control plan with a designated QC System Manager, implement three-phase control (preparatory, initial, and follow-up), and submit weekly quality control reports. Environmental controls including temporary enclosures, dehumidification systems maintaining dew point differentials, and compliance with City of Eugene Wastewater Division disposal procedures for blasting waste are mandatory. Paint system submittals including Product Data Sheets, System Data Sheets, and Safety Data Sheets must be provided, and the applicator must possess SSPC-QP1 certification with minimum five years of similar experience. Coatings carry a one-year warranty from written acceptance of each mechanism, with required end-of-warranty inspections and contractor-funded repairs at no additional cost to the owner.
