About this file

This addendum document pertains to ITB 20262021 for the City of Eugene's Wastewater Division in Oregon and provides modifications to the original solicitation for a Dedicated RNG Flare Installation project at the River Avenue Wastewater Treatment Plant. The project involves the installation of a Shand and Jurs flare and control system along with a Harris Thermal stainless-steel tank to be integrated into the existing off-spec gas piping system. The primary objective is to provide a dedicated off-spec gas flare for the RNG plant while returning two existing flares to serve only the anaerobic digesters. A mandatory pre-bid conference was held on October 30th at 9:00 AM, with sealed bids due on November 20th at 2:30 PM through OregonBuys. The contract is anticipated to start in January 2025 with an initial two-year term and potential for up to three additional one-year renewals. The project specifications indicate a complex installation involving civil, structural, mechanical, electrical, and instrumentation work, featuring a candle-stick type waste gas burner with a capacity of 20 MMBTU/hr and a stainless-steel off-spec gas storage vessel with 340 cubic feet capacity.

Bidders are required to submit a 5% bid security and comply with prevailing wage rates, employee drug testing program certification, and local and state regulations. The City of Eugene's evaluation criteria emphasize responsiveness, compliance with specifications, sustainability, social equity, and local business participation, with potential preference given to local and disadvantaged business enterprises. The procurement is open to all qualified contractors. Technical specifications and comprehensive project documentation, including detailed engineering drawings and a project manual prepared by Kennedy/Jenks Consultants, have been provided. No specific budget range or incumbent vendor has been identified in the solicitation materials, though the technical complexity and scope suggest a significant capital investment in municipal renewable energy infrastructure.
