This is a reverification letter from the City of St. Petersburg, Florida, related to the Lower Spring Branch Stormwater Improvements project (Contract SAJ-2021-01322). The project encompasses stormwater improvements designed to provide flood reduction through the replacement of bridges on Springtime Avenue and Overbrook Avenue and the installation of a double concrete box culvert on Douglas Avenue. Contractors bidding on this project must provide copies of current licenses and registrations with the State of Florida and Pinellas County (if applicable) as part of their bid response. The contractor is required to provide fixed project signs as specified in Section III, Section 23 of the Contract Documents, with the final number determined at project commencement based on the contractor's submitted work schedule. The contract period is 548 consecutive calendar days, and additional project signs may be required at no additional cost to the city if necessitated by the contractor's schedule.
The reverification letter serves as a formal confirmation of contract details and contractor qualifications for the awarded project. Dear Applicant, You requested reverification of an activity that we previously verified on September 4, 2025, under the 2021 Nationwide Permits. The file number is SAJ-2021-01322. The activity would result in the replacement of existing bridge infrastructure to address critical flood mitigation. The current infrastructure, twin 7’ x 8.5’ reinforced concrete box culverts (RCBC) at Douglas Avenue and a 10.94’ x 15.2’ arch bridge at Spring Avenue will be replaced with larger, more efficient structures. Specifically, the Douglas Avenue site will receive new twin 8’ x 14’ RCBCs, and the Spring Avenue site will be upgraded with a 10’ x 23’ ConSpan bridge. These improvements will increase hydraulic capacity, alleviate upstream flooding and enhance overall drainage. Construction will involve the placement of approximately 183 cubic yards (CY) of concrete for new footings, 2.95 CY of riprap for erosion control at discharge points, and 33 CY of backfill for minor channel adjustments.
The project will result in approximately 0.197 acre of aquatic resource impacts. The overall purpose is to provide long-term flood relief and improve the resilience of the local infrastructure. The project will affect tidal waters associated with Lower Spring Branch Channel at the Overbrook Avenue Bridge over Spring Branch, south of Sunset Point Road, north of Drew Street, east of US 19, and west of Betty Lane, in Section 03, Township 29 South, Range 15 East in Clearwater, Pinellas County, Florida.
Latitude/Longitude: 27.9872, - 82. 7894.. Your request stated that there are no changes to that activity.
Your activity is authorized by Nationwide Permit (NWP) number 14. This reverification is based on the activity being performed in accordance with the drawings attached to our previous letter; the terms and conditions of the 2026 NWPs found in the January 8, 2026, Federal Register (91 FR 768); the Jacksonville District regional conditions dated February 13, 2026; and the general conditions and special conditions and attachments in our previous letter.
