About this file
This is Addendum No. 3 to the Village of Tuxedo Park Department of Public Works Contract DPW-03, issued by Weston & Sampson on August 31, 2026, addressing responses to requests for information from prospective bidders and clarifying contract documents for SSES Phase 3 sewer rehabilitation work in Subbasins 5, 8, 16, and 17. The addendum clarifies that point repair items (PL6, PL8, PL9) and CCTV inspection work (PL7) will be managed through allowance items due to varying costs dependent on location and terrain, with exact locations not available at bid time. The Village will coordinate homeowner access to private property and easements, and will cover police or flagger costs if deemed necessary. The addendum adds a new pay item PL-12 for 4-inch cured-in-place pipe (CIPP) lining of 225 linear feet, addressing a segment previously identified without a corresponding bid item. Contractors will be paid from allowance funds for circumstances where robotic equipment cannot reinstate service connections due to offsets or previously installed short liners. The project requires substantial completion within 180 consecutive days and full completion within 545 consecutive days of the notice to proceed, with liquidated damages of $1,200 per calendar day for delays beyond the completion date.
The addendum updates specification sections 00410 (Form of General Bid) and 01270 (Measurement and Payment) and replaces drawing sheet C-7. Two project bid schedules are included: Project #1 for manhole rehabilitation comprises 45 manhole rehabilitation units, 8 manhole frame and cover installations, mobilization (lump sum), and a $40,000 allowance. Project #2 for pipe lining includes 1,600 linear feet of 8-inch VCP cured-in-place pipe, 2,775 linear feet of 6-inch VCP cured-in-place pipe, 800 linear feet of 8-inch PVC clean/inspect/test/seal pipe, 600 linear feet of 6-inch PVC clean/inspect/test/seal pipe, 6 sewer lateral connection reinstations, 7 point repairs, 1,700 linear feet of CCTV inspection, 5 linear feet of short liner segments, 50 cubic yards of crushed stone, mobilization (lump sum), a $40,000 allowance, and 225 linear feet of 4-inch VCP cured-in-place pipe. Bidders must acknowledge receipt of this addendum and provide bid security equal to five percent of the total bid, with performance and payment bonds required at 100 percent of the contract price. Bid prices must remain valid for 45 days after bid opening, and the selected contractor must execute the formal agreement within 10 days of acceptance. Ten percent of payment for cured-in-place pipe items will be withheld until satisfactory completion and passage of field testing and inspection.

ADDENDUM NO. 3
RESPONSES TO QUESTIONS:
1. Point Repairs (open cut) and short liners can have large varying costs depending on their location. No scope is defined and these cannot be accurately priced because of the varying access and terrain surrounding the project. Would you please consider turning items PL6, PL8 and PL9 into an allowance to be utilized as needed?
The exact locations where PL6, PL7, and PL8 will be used are not available at this time. If work is required beyond what is described in the pay item or is generally considered reasonable, the allowance item may be used with authorization from the Village and Engineer.
2. Is Item PL7 expected to be paid on all pipes scheduled for Cured-In-Place lining or Test and Sealing? If not, can you please provide a list of pipe segments expected to be CCTV inspected on this contract?
Item PL7 is only intended to be used on an as-needed basis. CCTV associated with the cured-in-place lining and test and sealing pay items shall be incidental to those pay items and PL7 will not be used for that work.
In the event that a line is CCTV inspected but it is determined that Cured-In-Place lining will not be performed for a section that was specified to be receiving that treatment, the contractor will be paid based on PL7.
3. Segment from MH 08-0150 to 08-0140, plans have a note saying it is 4". There is no bid item for 4" CIPP, do you want to line that 4" length of pipe?
Sheet C-7 has been updated to reflect the 4-inch line. Specification Sections 00410 & 01270 have been updated to include Pay Item PL-12 for CIPP lining of 4-inch pipe.
4. Who will be responsible for gaining access to private property, easements and coordinating with the homeowners?
The Village will coordinate with homeowners to gain access to easements.
5. How will the contractor be paid if robotic equipment is unable to re-instate service connections due to offsets or short liners previously installed?
Depending on the circumstances, this would be paid from the allowance.
6. Will the village pay directly for police or flaggers as deemed necessary for the project?
If it is determined that police are necessary, the Village will cover that cost.
