About this file

This is Addendum No. 2 to the contract documents for the Village of Tuxedo Park Department of Public Works Contract DPW-03, SSES Phase 3 project covering Subbasins 5, 8, 16, and 17, issued by Weston & Sampson on August 26, 2026. The addendum addresses 16 Requests for Information from prospective bidders and clarifies key project details. The project is structured as two separate contracts: manhole rehabilitation covering 45 structures and pipeline repair involving approximately 3,600 linear feet of 6-inch-diameter pipe and 2,400 linear feet of 8-inch-diameter pipe. Contractors may bid on one or both contracts. Critical clarifications include confirmation that only the fire hydrant on the east side of the Tuxedo Club will be available for use during operations; the Village will assist in locating and uncovering buried manholes; open cut repairs are to be performed as-needed and directed with a maximum 10-foot length per excavation; final paving with a 90-day settlement period is required for roadway open cuts; flaggers are required only when work impacts traffic; and an OCP insurance requirement applies. The addendum also specifies that 18-inch-diameter manholes shall be rehabilitated as-is using hand-applied cementitious liner, frame and cover replacements are identified with asterisks on the manhole lining schedules, lateral grouting is limited to connection locations only, and crushed stone is for use only in cases of over-excavation due to unsuitable soils.

The addendum includes no changes to specifications or drawings and provides a planholder list of 11 companies registered to receive bid documents, including Montana Construction Corp Inc, JR Cruz, Ground Control Excavating Inc, Arold Construction Co Inc, Insituform Technologies LLC, Rudna Construction Inc, Vortex Services-Mid-Atlantic, National Water Main Cleaning Company, TAM Enterprises, and PIM Corporation. No additional roadway occupancy or environmental permits are required beyond those already specified in the contract documents. Contractors are responsible for determining their own means and methods for performing rehabilitation work, with the understanding that equipment may need to be hand-carried in cases where truck access is limited, provided the site is fully restored upon completion. The addendum confirms contractors may obtain this information and acknowledged receipt must be documented on page 00410-2 of the contract documents.

RESPONSES TO QUESTIONS:

1. Are all fire hydrants within the project limits available for use during the sewer cleaning and lining operation?

No, the fire hydrant on the east side of the Tuxedo Club shall be utilized.

2. There are several buried manholes within the project limits. Will locating and uncovering these manholes be the contractor's responsibility?

The Village shall assist in uncovering and locating manholes.

3. Are there known locations for the open cut point repairs or is all open cut work if and where directed?

Open cut shall be as needed and directed.

4. For the open cut point repairs, can you please confirm the length that would be required for each replacement? What is the maximum length the contractor should expect per each open cut excavation?

Assume a maximum of 10 feet.

5. Should the contractor assume that for the open cut work in the roadway, final paving will be required? Is there a required settlement period prior to the paving?

If open cut is in the roadway, final paving will be required. A settlement period of 90 days is specified in section 02745-6.

6. Are flaggers required for each of the work setups?

Only if work is impacting traffic.

7. Is there an OCP insurance requirement on this project?

Yes.

8. A number of the manholes are approximately 18" in diameter. Structures such as this will not be sufficient for lining or manhole rehabilitation due to the small diameter size. Is there a proposed alternative method for rehabilitating these manholes? Will the town replace these structures with standard 48" diameter manholes?

The manholes shall be rehabilitated as-is. Prior rehabilitation required the cementitious liner to be hand applied.

9. Can the specific location for the frame and cover replacements be identified on the plans or is this item strictly if and where directed? Should the contractor assume restoration work located in the street under this item?

The manholes requiring frame and cover replacement are noted on the plans within the Cementitious Manhole Lining Schedules with an asterisk. For manholes within the street, restoration of the asphalt should be assumed to be included within this pay item.

10. Is there a minimum callout for the frame and cover work if the item is if and where directed?

Yes, see answer above.

11. Please explain how the additional crushed stone item shall be utilized on the project? Is this item being used as backfill for excavation, creating access paths for easements locations, etc?

This item is intended to be used only if over-excavation is required due to unsuitable soils for spot repairs or for other excavation related activities.

12. Are any roadway occupancy or environmental permits required for the work? If so, is the contractor responsible for obtaining these permits and all costs associated with the permitting?

No additional permits are required.

13. Is lateral grouting after the CIPP lining of the sewer mains being completed under this project. If so, how far up the lateral needs to be completed? Lateral grouting in 6" diameter lined pipe can be extremely difficult to complete due to the small diameter of the main. How will this be handled?

Grouting shall be limited to the lateral connection location after laterals are reinstated. Additional grouting up the lateral is not required.

14. I wanted to confirm for the Tuxedo Park SSES PHASE 3 project that the contactors can provide a bid for either project, project 1 MH Rehab and/or Project 2 Pipe Lining. Is that correct?

That is correct, this is being bid as two standalone contracts and contractors have the option to bid on one or both of the contracts.

15. The drawings are not very detailed, are the manholes that appear to go through the easement truck accessible, or would the rehab work need to be performed by carrying in equipment and hand applied?

The Contractor shall determine their means and methods for performing the work. Trucks can be used, if accessible, however the site shall be fully restored. We anticipate instances where using smaller or hand-carried equipment may be necessary.

16. Can you send me the Planholder list please.

The plan holder list is attached.
