Questions and Answers
Q1: Please confirm signatures via DocuSign will be accepted.
A1: Electronic signatures are acceptable.
Q2: Can KDOT provide individual quantity estimates for traffic volumes, turning movements, speed data, FHWA classifications, etc.?
A2: KDOT will not provide individual quantities but could provide an average number of data requests that are expected per year. KDOT, on average, normally receives 80-100 data requests per year.
Q3: Is the 3” average axle spacing error an overall average or is it by individual vehicle?
A3: It is based on an individual vehicle.
Q4: Please clarify. Is KDOT all FHWA 13-bins to be classified into a turning movement count report by its respective bin per movement? If not, what is the bin scheme to be collected by movement?
A4: The FHWA 13-bin is a uniformed classification scheme that is based on the number of axles a vehicle has as well as the spacing of the axles. If a vendor uses a different type of scheme to classify vehicles by, we will welcome that as well. As I know, there are some vendors that use 6 classes, or less, to classify vehicles based on the length of the vehicle not the number of axles a vehicle has. If the scheme the vendor utilizes is close to the FHWA scheme this will be considered for this RFP and thus will not disqualify said vendor. For example: if the vendor uses lengths to classify vehicles but still separates out motorcycles, passenger vehicles, passenger trucks, buses, single unit trucks, tractor-trailer (with single trailer), and tractor-trailer (multiple trailers) instead of the standard axle-based classifications this would be accepted for this RFP.
Q5: Is offshoring video files to reduce/process them acceptable?
A5: No, it is not acceptable as we do not offshore (or allow video to be sent to another country or entity/company to process the data). The data the camera collects should be processed with the software that is included or “In-House” by a field technician.
