About this file

This Addendum No. 1, dated October 28, 2026, is issued by Cumberland County, North Carolina, through its engineer Dewberry Engineers Inc., for the Cliffdale Library Boiler Replacement project (IFB 50194091). The addendum incorporates the Pre-Bid Meeting Minutes and Attendance Sheet from October 14, 2026, into the contract documents and updates drawing PME-601 to include a chemical pot feeder detail and to remove the 800 MBH boiler option from the boiler schedule. The project scope requires replacement of a 1,000 MBTU natural gas boiler with a high-efficiency condensing unit; removal and reinstallation of heating hot water and chilled water piping and ductwork; provision of new stainless-steel vent and combustion air systems; installation of a new building automation system controller with BACnet integration; and hydronic testing, adjusting, and balancing services. The pre-bid meeting held on October 14, 2026, at the library site (6882 Cliffdale Road, Fayetteville, NC 28314) addressed contractor questions regarding scope, scheduling, permitting, materials, and system requirements. Bid opening is scheduled for November 4, 2026, at 2:00 p.m., with Notice to Proceed targeted for December 19, 2026, and a final completion deadline of 180 days from NTP.

The contract includes a $5,000 construction contingency/allowance and imposes liquidated damages of $500 per day for delays beyond final completion. Contractors must coordinate work to minimize outages, with whole-building air handling and cooling outages limited to less than two days during off-hours, weekends, or holidays, and boiler replacement outages restricted to weekdays during moderate temperatures to avoid reheat and dehumidification needs. Two alternates are offered: Alternate 1 specifies Johnson Controls Inc. as the preferred controls brand, and Alternate 2 specifies Riello as the preferred boiler brand. Contractors are required to include permitting costs in their bids, provide a 5% bid bond, and comply with Cumberland County Photo ID requirements for all on-site personnel. The pre-bid meeting minutes establish detailed specifications for materials, including requirements for grooved mechanical joint piping for lines 2.5 inches and larger with certification of installers, stainless-steel butterfly valves with aluminum bronze discs, and chemical treatment parameters for the heating hot water system. Questions must be submitted in writing to Weston Hockaday at Dewberry Engineers Inc. by October 26, 2026.
