About this file
This is a Bid Requests for Information (RFI) Responses Memorandum from Kimley-Horn and Associates, Inc., the project manager, to Beaufort County, South Carolina regarding the Bailey Memorial Park Project. The memorandum addresses four contractor inquiries submitted on August 3, 2026 concerning boardwalk pile load testing and access requirements. The primary concern raised by bidders involves the approximately 8-foot-wide earthen trail corridor providing access to the boardwalk construction area and whether modifications to this corridor would be permitted to accommodate testing equipment. The memorandum clarifies that bidders must base their proposals on the existing corridor dimensions as shown in the contract documents. Any temporary access modifications or alternative construction means and methods required by the contractor must be identified in the bid as part of the basis of pricing and remain subject to owner and engineer approval prior to implementation. Additionally, the memorandum confirms that the design axial load requirement for each timber pile is 4,080 pounds, excluding self-weight, and no reduction in pile capacity is authorized. Test pile locations must be representative of subsurface and site conditions anticipated for production pile installation rather than automatically placed at the start and end of the boardwalk.
The RFI responses establish that contractors bear responsibility for evaluating all access requirements, equipment needs, and testing requirements necessary to complete the work and satisfy contract documents. Bidders must clearly identify any assumptions regarding temporary modifications or other measures in their pricing proposals. The memorandum reflects a design intent to maintain the existing trail corridor width while placing the burden on contractors to develop feasible construction methodologies within those constraints. No modifications to design specifications or load requirements are being entertained, and all proposed deviations from standard installation practices require formal owner and engineer review and approval before implementation.

MEMORANDUM
To: Stefanie Nagid, Land Preservation Director
Beaufort County
From:

Kimley-Horn and Associates, Inc.
Date: 8/04/2026
Subject: Bailey Memorial Park – Responses to August 3, 2026 Bid Requests for
Information (RFIs)
Please see below in red bold text for Kimley-Horn (KH) responses or clarifications to the below contractor bid RFI’s.
15.1) Regarding boardwalk pile load testing versus site conditions due to the narrow trail access to the end of the boardwalk – is it the intent of the Owner to allow a wider access to the boardwalk for the testing materials?
KH Response: Bidders shall base their proposals on access via the existing approximately 8-foot-wide corridor as shown in the Contract Documents. The
Contractor shall be responsible for evaluating access requirements, equipment needs, and any testing requirements necessary to complete the work and satisfy the Contract Documents. The Owner and Design Team have not identified any modifications to the access corridor as necessary to complete the work. Any assumptions regarding temporary access modifications or other measures required to facilitate the Contractor's means and methods shall be included in the bid and clearly identified as part of the basis of pricing. Any such modifications will be subject to Owner and Engineer review and approval prior to implementation.
15.2) Due to the narrow access trail to the boardwalk and the wooded area of the boardwalk
– The Equipment required to test to the loads per engineering on the boardwalk is wider than the current pathway. Will the Landscape Architect allow additional clearing on either side of the Earthen Pathway to allow for the proper pile driving equipment to have adequate working space?
KH Response: The Contractor shall plan construction activities based on the existing approximately 8-foot-wide trail corridor. The Contractor is responsible for evaluating access requirements, equipment needs, and any pile installation or testing requirements necessary to satisfy the Contract Documents and the recommendations of its project team and specialty consultants. Any assumptions regarding temporary access modifications or other measures kimley-horn.com 33 Bull Street, Suite 505, Savannah, GA 31401 required to facilitate the Contractor's means and methods shall be included in the bid and clearly identified as part of the basis of pricing. Any such modifications will be subject to Owner and Engineer review and approval prior to implementation.
15.3) Due to access – will the Owner allow a lower load capacity for the timber piles on the boardwalk? Personally, I think 4,000 kips is well beyond the needed load capacity.
KH Response: No. Bids shall be based on the design criteria and load requirements indicated in the Contract Documents. The referenced load appears to have been misunderstood. The current design axial load for each pile is 4,080 pounds, excluding the self-weight of the pile. No reduction in the required pile capacity is currently authorized.
15.4) Will the Engineer pick the locations of the test piles or should the test piles be installed at the start and end of the boardwalk?
KH Response: Test pile locations shall be representative of the subsurface and site conditions anticipated for production pile installation. Locations at the start and end of the boardwalk are not required unless those locations are representative of the production pile conditions. The Contractor shall identify proposed test pile locations as part of the pile load test program.
