About this file
This is a Requests for Information (RFI) responses memorandum dated July 21, 2026, prepared by Kimley-Horn and Associates for Beaufort County, South Carolina regarding the Bailey Memorial Park construction project. The document addresses twelve contractor bid inquiries submitted on July 16, 2026, concerning scope clarifications and material specifications for the 54.32-acre passive recreation park development in Bluffton. Key clarifications include: building permits and plan review fees, third-party testing fees, and builder's risk insurance must be included in bid proposals; flood insurance should be excluded unless specifically required; project award will be based on the lowest responsive and responsible total bid including base and alternate bids; fence materials shall be pressure-treated Southern Yellow Pine treated to UC4B (Ground Contact, Heavy Duty) specifications rather than the originally specified cedar; and no archaeological accommodations are necessary as no archaeological sites exist on the property. The memorandum confirms a 245-calendar-day project completion deadline with a mandatory preconstruction meeting required before work begins, and bids were due August 6, 2026 at 3:00 p.m.
Additional clarifications address earthen trail path construction specifications, confirming that mechanical compaction requires no third-party testing or specific compaction percentage requirements, no soil amendments shall be added, and no buffer material is needed beyond the eight-foot-wide trail. Tree stump removal specifications require grinding at least four inches below grade, with all removed tree material transported off-site. The swing gate operator specification was revised to specify LiftMaster as the preferred manufacturer for equipment standardization and maintenance consistency. For parking lot construction, contractors must include a separate bid line item for select fill priced per cubic yard to accommodate potential poor soil conditions, with reference to the geotechnical report's permeable concrete pavement design and asphalt pavement design recommendations. Standard duty asphalt installation shall comply with geotechnical report earthwork recommendations. The RFI responses provide contractors with essential scope clarifications necessary for accurate bid preparation.

Subject: Bailey Memorial Park – Responses to July 16, 2026 Bid Requests for Information
(RFIs)
Please see below in red bold text for Kimley-Horn (KH) responses or clarifications to the below contractor bid RFI’s. Responses in black bold text have been drafted by Beaufort County staff in emails dated July 16, 2026.
1) Building Permit: Are we to include or exclude building permit/plan check fees in our proposal?
Beaufort County Response: Include all costs associated with obtaining required building permits and plan review fees in your bid proposal.
Contractors shall comply with all applicable Beaufort County codes and permitting requirements. If there is any question regarding whether a building permit is required for the work, contact the Beaufort County Building Codes Department for clarification prior to bidding.
2) Testing: Are we to include or exclude 3rd party testing fees in our proposal?
Beaufort County Response: Yes, include all required testing fees in your bid proposal. Contractors are responsible for providing and paying for third-party testing services as necessary to complete the work in accordance with the contract documents, unless a specific testing service is identified in the solicitation as being provided by Beaufort County.
3) Flood Insurance: Are we to include or exclude flood insurance in our proposal?
Beaufort County Response: Flood insurance should be excluded from the bid proposal unless specifically required elsewhere in the solicitation or contract documents. It is not typically carried by the contractor during the construction process unless the contract expressly requires it or the contractor elects to obtain it for its own risk management.

4) Builder’s Risk: Are we to include or exclude builder’s risk insurance in our proposal?
Beaufort County Response: Yes, include builder's risk insurance in your bid proposal. Contractors are responsible for providing builder's risk insurance in accordance with the contract requirements and Beaufort County's standard practice, unless the solicitation or contract documents specifically state that the coverage will be provided by the County.
5) Project Award: Will award of this project be based on the lowest base bid or lowest total bid including (Base + Alternate)?
Beaufort County Response: Award will be based on the lowest responsive and responsible total bid, including the base bid and any additive or deductive alternates identified by the County for award purposes, as specified in the solicitation and in accordance with Beaufort County procurement requirements.
6) Fence Material & Treatment Specification:
a. The material specs noted on sheet L2-00 at details 1 & 2 for Diamond Rail Fence &
Split Rail Fence state “Ground Contact Certified, Pressure Treated Cedar (UC4A, UC4B, UC4C)”. This is a contradictory spec as Cedar is not offered as Treated Wood product.
b. Please clarify if natural Cedar (untreated) will be acceptable alternate or furnish an alternate material like Pressure Treated SYP.
KH Response: Fence material shall instead be pressure treated
Southern Yellow Pine due to treatment needed.
c. If selecting a product that includes treatment, please confirm the specific treatment to be one of the following 3 treatments: 1) UC4A=Ground Contact, General Use, 2) UC4B-Ground Contact, Heavy Duty, OR 3) UC4C: Extreme Duty & Foundation (Utility Poles & Marine Structures in Salt Water).
KH Response: Fence material shall be pressure-treated Southern
Yellow Pine, treated to Ground Contact, Heavy Duty (UC4B).
7) Archelogy: Does the owner wish to have contractors make accommodation for Archeological Specifications, in case any artifacts are unearthed during construction? If so, please provide either an allowance for this line item or furnish a specification that we can use to solicit proposals.
Beaufort County Response: There are no archaeology sites on the property and therefore that is not a necessary accommodation.
8) Earthen Trail Path Compaction: Per C2-00, note 5, states the Earthen Trail Path is to be mechanically compacted.
a. What test method do you plan to use to measure compaction at this pathway.
KH Response: There are no test methods required to measure compaction. Trail is a natural walking trail to be created and compacted by result of vegetation clearing.
b. Are we to provide any 3rd party test results to confirm compaction percentage?
KH Response: There are no 3rd part test results required.
c. What percent of compaction do you want?
KH Response: There are no compaction test result requirements.
9) Earthen Trail Path: If final compaction of existing soil results in a lower grade/elevation than the uncompacted soil on either side of the path, are we to add any soil to raise to grade/above grade? If so, please confirm the type of soil we are to use to lift grade and verify to what grade we must have final elevation of Earthen Path.
KH Response: No soil amendments shall be added.
10) Earthen Trail Path: Confirming we are to compact an 8’ wide Earthen Trail Path per plan. Is there to be any buffer of 3-5’ on either side of this 8’ wide path? If so, please confirm type of material to place at buffer, at what depth and how far from either side of path it is to be placed.
KH Response: No buffer and no additional material shall be added.
11) Tree Removal Operations:
a. Regarding tree stumps of all trees along the trail only (excluding parking lot) do you want them 1) excavated (fully removed), 2) ground-down (leave in but grind 5-10” below grade) or 3) cut off tree +/- 6" at grade and leave stumps in-ground as-is/no grinding?
KH Response: Stumps shall be grinded down at least four inches (4”) below grade.
b. Do you want trees that are removed to be chipped and returned either to the buffer/edges of the earthen trail or possibly place along the 'Scarify Existing Road' location noted on sheet C1-01?
KH Response: Trees shall to be removed from the property to avoid excessive debris on site. No removed tree material shall be placed on site.
c. Are we to accommodate any limbing up of trees on or adjacent to the trail to clear vines and other canopy debris. If so, please confirm to what height we are required to clear the canopy along the trail.
KH Response: The contractor shall only limb as needed to create access for their equipment during construction.
12) Swing Gate Operator & Backup:
a. Per L2-00 / 5 - Would the owner/engineer approve equal/alternate swing gate operator & backup product: LiftMaster Elite Series, CSW24UL / 24VDC Commercial Swing Gate Operator in lieu of the DKS Door King 6300 Vehicular Swing Gate Operator & Backup. We have discovered in previous local installations using DKS have had significant support/reliability issues. We have also found that local installations using this requested equal/alternate LiftMaster material have been very reliable in both gated communities and local parks.
Beaufort County Response: Regarding the swing gate operator, Facilities Maintenance requests that LiftMaster be specified as the preferred gate operator. This will help ensure consistency with our equipment standardization efforts moving forward and simplify maintenance and replacement activities.
13) Civil Sheet C6-00
a. Porous Concrete Paving's Detail (no detail number on plans) calls out "24 Inch
Structural Fill/Improved Subgrade". This generally means to remove the existing soil to within 24" of the proposed aggregate/concrete subgrade and replace with imported material but note 4 (same detail) states that if existing soil is SP, SP-SM or SM we would not have to do this. The Geotech Report provided only one (1) boring at the proposed parking that classifies the soil type as SM. We confirm that the one (1) boring showing SM soils confirms there is no need for this 24" Structural Fill/Improved Subgrade. However, the concern is one boring for approximately 5,000 square feet. Does the owner wish to have us include an allowance for poor soils just in case? If so, please provide the number that we are to include?
KH Response: Contractor shall include a separate bid line item for select fill unit cost, priced per cubic yard, to accommodate any potential need for additional material. Reference “Permeable Concrete
Pavement Design Recommendations” starting on page 19 of the
Geotech report.
b. The Standard Duty Asphalt Detail (no detail number on plans) shows no reference to Structural Fill/Improved Subgrade. Please confirm that we are to assume at these locations we are to strip topsoil and replace what is stripped as subgrade only.
KH Response: Standard Duty Asphalt shall be installed in accordance with the Geotech report recommendations. Reference the “Earthwork” section of the Geotech report starting on page 7 and the “Asphalt Pavement Design Recommendations” starting on page 17.
