The RFI responses address critical technical specifications for project components including the wildlife observation blind roofing system, boardwalk mesh infill material, composite decking alternate pricing, landscape and irrigation requirements, structural plan set organization, file access issues, and geotechnical testing data. The project encompasses site development of a 54.32-acre passive recreation park with approximately one mile of earthen walking trails, boardwalk sections, a pervious concrete parking area, asphalt entrance roadway, split-rail and chain-link fencing, a vehicular entrance gate, site amenities, and an entrance monument sign. The complete bid package comprises a 34-sheet Civil and Landscape Architecture plan set, revised SRT (Site Review Team) sheets, and a 12-sheet Structural Plan Set provided in Addendum 1, with bids due August 6, 2026 at 3:00 p.m.
Key technical specifications clarified in the RFI responses include the wildlife blind roof specification as PAC-CLAD Tite-Loc Plus standing seam metal roofing with 0.032-inch aluminum panels, Kynar 500/70% PVDF finish, concealed stainless-steel clips suitable for coastal applications, and a minimum Solar Reflectance Index of 29; the boardwalk rail mesh specified as McNICHOLS VINYLMESH with 1-inch square openings, 0.080-inch galvanized wire diameter, and black PVC coating; and composite decking alternate pricing limited to deck surface and top rail only, excluding structural support elements. The project includes no landscape planting or irrigation work, with permanent seeding requirements specified as Roundstone Seed Mix 127 per Sheet C5-00. Clarification was provided that landscape and irrigation bid line item categories contain no work items, and a geotechnical report was indicated for inclusion in an addendum to support design of the wildlife blind, boardwalks, and parking lot. The project operates under multiple regulatory compliance requirements including SCDES NPDES Permit SCR10ZKV5, SCDES BCM CZC Permit HQD-3HQS-Y8PVJ, and SCDOT Driveway Encroachment Permit 305997, with a mandatory preconstruction meeting required before work initiation and a 245-calendar-day completion deadline following Notice to Proceed.
