About this file

This is an Addendum #1 to the Town of Farmington's Request for Proposals (RFP) for the 2028 Plan of Conservation and Development (POCD), issued by the Connecticut municipality on April 22, 2026. The Town is seeking qualified consulting firms to assist the Planning and Zoning Commission in preparing and adopting the comprehensive plan. Proposals must be submitted in eight sets (one original and seven copies) plus one thumb drive to the Town Finance Office at 20 Monteith Drive, Farmington, CT 06032 by 11:00 a.m. on May 1, 2026. The project requires a community survey with statistical validity at a 95% confidence interval reaching a full cross-section of residents and property owners through multiple engagement platforms. The Town anticipates at least two public engagement meetings and workshops will be necessary, with the consultant responsible for designing innovative engagement strategies utilizing both in-person and electronic formats. The RFP also requests separate scopes and fee proposals for an optional Housing Growth Plan, pending the Town's receipt of affordable housing allocation goals from CRCOG. All questions were due by 12:00 p.m. on April 17, 2026, submitted to Shannon Rutherford, Town Planner, at planning@farmington-ct.org.

The Town of Farmington has established a total budget of $175,000 for the POCD project from the 2026-2027 Town Council recommended budget, with no additional external funding sources available. This budgeted amount encompasses subcontracted costs, operational expenditures, advertising, publications, and miscellaneous costs necessary to complete the plan. The cost proposal must be submitted in a separate sealed envelope accompanying the technical proposal. The RFP specifically requests evaluation of middle housing options under PA 25-1 as part of Areas of Special Study, noting that the community has not yet conducted detailed discussions on these options and the Town seeks consultant expertise to assist in determining feasibility and fit for the community. All RFP terms and conditions pass down to sub-consultants. Only one wet signature copy of the original proposal is required.

Town of Farmington Request for Proposals (RFP) for Plan of Conservation and Development

Addendum #1 – April 22, 2026

1. Does the Town have an established budget for the job? We see that the Town Council’s recommended budget for 2026-2027 includes $175,000 for a POCD. Does this constitute the anticipated budget, or are there other funding sources?

Response: There are no other funding sources. The budget shall be commensurate with the scope of work. The budgeted amount includes allocation for subcontracted costs along with operational expenditures for other expected resources such as advertisement, publications, and other miscellaneous expenditures to complete the plan.

2. The RFP references a community survey with an “acceptable level of statistical accuracy.” Could the Town provide additional guidance on expectations for statistical validity, such as survey methodology, a target margin of error, confidence level, or minimum number of responses?

Response: Efforts shall be made to reach as many residents and property owners as possible through public meetings, workshops, and online/mail surveys, etc., where both parties feel they have reached as many people as possible to accurately depict their ideas and concerns to guide future policy decisions. The survey responses should be sufficient to guide policy decisions over the next 10 years regarding population growth, school enrollment, housing needs, and demands for services. The survey should reach the full cross section of Farmington residents, ensuring the sample size is within a 95% confidence interval.

3. Could the Town provide guidance on the anticipated level of effort for public engagement (e.g., number of public meetings, workshops, stakeholder interviews, or events)?

Response: We expect public engagement to be driven by the selected consultant. Engagement opportunities should be innovative and utilize both in-person and electronic platforms. The Town intends to work collaboratively with the consultants, capitalizing on their experience on similar projects paired with our knowledge and understanding of Farmington. It is anticipated meaningful engagement will require at least two public engagement meetings / workshops.

4. Are wet signatures needed on the original copy?

Response: Only 1 Wet signature copy as an original is required.

5. Can the Town shed light on where it is regarding the decision on whether to undertake a Housing Growth Plan?

Response: No decision has been made at this time. It is anticipated a decision will be made once the Town receives the allocation of affordable housing goals from

CRCOG.

6. Should the technical proposal for the Housing Growth Plan be provided separately from the technical proposal for the POCD? (We understand that the price proposals should be presented separately).

Response: The RFP requests a separate scope and fee for the Housing Growth Plan. Reference page 4.

7. Please confirm whether the terms and conditions of the RFP pass down to sub-consultants.

Response: Yes

8. What level of community and political support currently exists for expanding middle housing and implementing PA 25-1 strategies?

Response: The community has not embarked on detailed discussions regarding the middle housing options in PA 25-1. While Transit Community Middle Housing Developments will be required to be permitted under Summary Review, the other middle housing options have not been evaluated. The RFP specifically requests review of these other options as part of the Areas of Special Study. Farmington is looking for the POCD process to assist in evaluating the options to determine if there is a good fit for our community.
