About this file

This is a Request for Proposal (RFP) solicitation issued by the Town of Farmington, Connecticut, for consulting services to prepare and adopt the 2028 Plan of Conservation and Development (POCD) on behalf of the Planning and Zoning Commission. The project requires qualified firms to conduct comprehensive planning activities including data collection, community profiling, goal and objective formulation, and implementation strategy design with extensive public engagement. Key deliverables include a statistically valid community survey at 95% confidence interval, population and demographic analysis, housing diversity assessment, transportation system planning, environmental resource identification, economic development strategies, build-out analysis, and a final plan document in both paper and electronic formats. The RFP specifically requests evaluation of middle housing options under PA 25-1 and includes an optional Housing Growth Plan pending receipt of affordable housing allocation goals from CRCOG. Proposals must be submitted in eight sets (one original and seven exact copies) plus one read-only thumb drive to the Town Finance Office at 20 Monteith Drive, Farmington, CT 06032 by 11:00 a.m. on May 1, 2026. Clarification questions must be submitted by 12:00 p.m. on April 17, 2026, to Shannon Rutherford, Town Planner, at planning@farmington-ct.org. The tentative timeline includes award notification in July 2026, project commencement in Summer 2026, draft plan publication in July 2027, and final plan adoption by September 2027, with completion required no later than November 15, 2027.

The Town of Farmington has allocated $175,000 from the 2026-2027 Town Council recommended budget for the POCD project, with no additional external funding sources available. The cost proposal must be submitted in a separate sealed envelope, with payment terms specified as Net 30 Days. The Town reserves the right to negotiate fees and payment schedules with the selected consultant and to reject all proposals or negotiate with alternative firms if agreement cannot be reached with the preferred proposer. Selection criteria include technical capacity and experience with similar projects, proposal quality and demonstration of understanding of Farmington's context, ability to complete work timely through adoption hearings, experience in community engagement processes, and fee evaluation, with cost noted as not the sole selection factor. The successful consultant must maintain comprehensive insurance coverage including $1,000,000 combined single limit general liability, $1,000,000 automobile liability, $1,000,000 umbrella liability, and $1,000,000 professional liability coverage. No set-asides, incumbent vendors, or categorical restrictions limiting response to particular organization types are identified in the solicitation documents.
