ABOUT your APEX Accelerator The Procurement Technical Assistance Program (PTAP) has been around since 1985, formally under the Defense Logistics Agency (DLA), and is now under the management of the Department of Defense (DoD) Office of Small Business Programs (OSBP). Formally known as PTACs, we are now APEX Accelerators! There are 95+ center programs in the United States. Illinois is one of these programs with 10 centers throughout the state.
