About this file

This Addendum #1 document, issued by the Town of Stratford, Connecticut on May 19, 2026, provides supplemental instructions and clarifications for the Ceiling Replacement project at Flood Middle School Library located at 490 Chapel Street, Stratford, Connecticut (Town Project Number 2026-28). The addendum addresses eight requests for information (RFIs) submitted by bidders and clarifies critical scope-of-work responsibilities. Key clarifications include: the Town will move all existing furniture; the contractor is responsible for protecting and covering all existing built-ins, stacks, and other conditions; the contractor must professionally clean and dust the entire space to pre-construction condition; the Town will waive permit fees; and the existing floor plan showing library layout, exits, and bathroom facilities is attached for reference. The project timeline indicates that sealed bids were due May 28, 2026, with substantial completion targeted for July 10, 2026, and final contract closeout by August 28, 2026.

The addendum clarifies critical electrical and mechanical scope delineations: the Town's electrical contractor shall remove, save, and dispose of existing light fixtures, while the general contractor (GC) is responsible for removal and replacement of all other ceiling-mounted devices including smoke detectors, clocks, speakers, and sprinkler heads, and must provide necessary temporary lighting to complete the project. The GC is also responsible for material delivery access, debris removal logistics, and site restroom facility provisions. Connecticut prevailing wage requirements, OSHA 10-hour construction safety training, and standard bonding and insurance requirements (comprehensive general liability of $1,000,000 per occurrence, $5,000,000 combined, plus workers' compensation, automobile liability, and $5,000,000 umbrella coverage) apply to this procurement, with bids submitted to the Town of Stratford Purchasing Department by 10:00 AM EDT on May 28, 2026.

7 From Drawings A-101 Ceiling Plan – LEGEND, States:

-New Light Fixtures to be Provided and Installed by others (obviously by the Electrical Contractor awarded this project), Should the removal of the existing lighting fixtures and Light Motion Sensors (to be saved to reuse) also be included in the Electrical Contractor's scope?

The question arises because the Ceiling Replacement BID # 2026-28 doesn’t include any electrical work.

To prevent and/or avoid any discrepancies or conflicts, the concern is:

If the removal and disposal of existing lighting fixtures, accessories, and motion sensors is performed by someone other than the Electrical Contractor, SOME ITEMS, DEVICES, AND/OR WIRE CIRCUITS could be missed or misplaced, which could affect the Electrical Contractor's work.

PLEASE CLARIFY if the Removal and Disposal of existing Lighting Fixtures and Motion Sensors are on the Electrical Contractor's Scope of Work or not. So we can bid accordingly.

5/18/2026 Snyder Town electrical contractor shall remove, safe, and dispose of existing light fixtures. GC responsible for removal and replacement for ALL other ceiling mounted devises including but not limited to smoke detectors, clocks, speakers, sprinkler heads, etc ... GC shall also provide necessary temporary lighting to complete project.
