About this file

This is Addendum 2 to a Request for Qualifications issued by the Town of Farragut, Tennessee, for professional services related to a 70-acre park master plan project. The addendum clarifies key procedural requirements and project parameters for prospective firms. Respondents must acknowledge receipt of all addenda or face bid rejection. The Town explicitly prohibits submission of redline edits or proposed modifications to the Town's Terms and Conditions within qualifications packages; however, limited negotiations regarding the application of terms may occur following notice of award (after April 15, 2026). Site visits are permitted at respondents' own risk without Town-conducted tours or pre-bid meetings, as the property remains undeveloped with a locked access road. All survey work must comply with the "Site Analysis and Data Collection" section as outlined in the original RFQ. All communications regarding the RFQ must be submitted via email exclusively to Anissa Pratte, Staff Accountant at apratte@townoffarragut.org, and all other Town contact is forbidden and may result in bid disqualification.

The initial project budget is $2 million, with future funding dependent on needs assessments and grants. The addendum confirms that community input from a prior summer-wide survey will inform park amenities and programming beyond restrooms and trails, though specific amenities are not detailed in this document. The Town's standard Terms and Conditions will form the basis of the final agreement with the selected firm. Only written statements issued by the Finance Department representative are considered official and binding on the Town, and any oral communications are explicitly non-binding.

Town of Farragut

Addendum 2

RFQ No. 2026-23

Town of Farragut 70-Acre Park Master Plan 03/24/2026

The proposer acknowledges this addendum shall modify and become a part of the original solicitation document. The Proposer further acknowledges that should it be determined at the time of the bid opening that the Proposer has failed to acknowledge receipt of ALL issued addenda; the Proposer’s Bid submission shall be rejected. The Proposer understands that any verbal representation made or assumed to be made during any oral discussion held between Proposer’s representatives and any Town personnel is not binding. Only the information issued in writing and added to the specifications by an official addendum is binding.

Q1. If we have any redline requests to the Town of Farragut Terms and Conditions provided within the RFQ No. 2026-23, should we include those in our qualifications package? If not, can the Town confirm that there will be an opportunity to modify or negotiate the Terms and Conditions upon notice of award for the selected firm (after 4/15/2026)?

A1. The Town respectfully requests that firms do not submit any red-line edits or proposed modifications to the Town of Farragut Terms and Conditions with their qualifications package for RFQ No. 2026-23. The Terms and Conditions included in the RFQ have been reviewed and established by the Town’s attorney and are not open to revision as part of the qualifications submittal.

Following notice of award to the selected firm (after 4/15/2026), the Town anticipates working with that firm to finalize the contract documents, at which time any necessary clarifications or limited negotiations related to the application of the Terms and Conditions may be discussed. However, respondents should understand that the Town’s standard Terms and Conditions will form the basis of the agreement.

Q2. Is it possible for this visit to occur? Should we check in with you before and after conducting the site visit? Are there other constrains related to the visit?

A2. This property is currently undeveloped, and the existing access road is locked and not open for use.

No pre bid meetings or site tours will be conducted by the Town. If you choose to access or walk the property on your own, you do so entirely at your own risk, and the Town assumes no responsibility for any injury, damage, or loss that may occur.

Q3. Can the Town please expand on the survey needs for RFQ No. 2026-23, 70-Acre Park Master Plan?

We've reviewed the site analysis and data collection scope items in the RFQ. Could you clarify what the Town expects from the selected consultant regarding the survey? Is the expectation to provide full survey of the property or the exterior boundary of the parcel?

A3. Please refer to the section titled “Site Analysis and Data Collection.” The Town expects the survey work to include all items described in that section.

Q4. Is there an anticipated budget you can share?

A4. The initial budget is $2 million. After that it is unknown based on needs assessments, grants, and future funding.

Q5. We understand the public process will inform the amenities and program for the park; what potential amenities and programs have been discussed outside of restrooms and trails?

A5. The community wide survey last summer revealed the following:

All communications regarding this RFQ must be submitted via email to the Finance Department representative identified below:

Anissa Pratte, Staff Accountant apratte@townoffarragut.org

The Staff Accountant will be the sole point of contact for this RFQ.

Proposers’ contact with anyone else in the Town is forbidden and may result in disqualification of the Proposer’s bid. Further, any oral communication will be considered unofficial and non-binding on the Town. Proposers should rely only on written statements issued by the Finance

Department representative.
