Summary of Addendum 3 to RFQ No. 2026-23

This document is an addendum issued by the Town of Farragut, Tennessee, in response to clarifying questions regarding the 70-Acre Park Master Plan Request for Qualifications. The addendum addresses eight substantive questions from prospective proposers regarding the project scope, site constraints, and planning priorities. Key clarifications include the Town's vision for balancing active recreation with forest preservation through features such as trails and zip line programming; confirmation that no precedent park models have been identified; identification of railroad proximity as a limiting factor for site access; confirmation that no traffic analysis has been initiated for the proposed roundabout and no topographic survey has been completed; and notification that utility extensions for restroom and future facilities will rely on existing structures and their associated utility infrastructure on the property. The Town specified that TDEC priorities and constraints have not yet been identified, and that the planning process will not include analysis of mobility connections to surrounding neighborhoods.

All communications regarding the RFQ must be submitted in writing via email to Tessa Cortes, Finance Director at tcortes@townoffarragut.org, who serves as the sole point of contact. The addendum emphasizes that proposers are forbidden from contacting other Town personnel and that only written statements issued by the Finance Department are binding. Proposers must acknowledge receipt of all issued addenda, including this addendum, or their bid submissions will be rejected at opening. The document reiterates that verbal representations from Town personnel are not binding and that only official written addenda modify the original solicitation specifications.

RFQ No. 2026-23

Town of Farragut 70-Acre Park Master Plan 4/6/26

The proposer acknowledges this addendum shall modify and become a part of the original solicitation document. The Proposer further acknowledges that should it be determined at the time of the bid opening that the Proposer has failed to acknowledge receipt of ALL issued addenda; the Proposer’s Bid submission shall be rejected. The Proposer understands that any verbal representation made or assumed to be made during any oral discussion held between Proposer’s representatives and any Town personnel is not binding. Only the information issued in writing and added to the specifications by an official addendum is binding.

Q1. How does the Town envision balancing active recreation uses versus preservation of natural areas o the site?

A1. The Town would like to see strong preservation of the forest. Perhaps some trails or zip line type programming in the trees.

Q2. Are there any precedent parks or examples the Town views as a model for this project?

A2. No

Q3. Are there any known site constraints (environmental, utility, or access-related) that are not fully documented but should be considered early?

A3. Access is limited due to the proximity of the railroad.

Q4. Has any traffic analysis or coordination with Knox/Loudon Counties already been initiated for the proposed roundabout?

A4. No

Q5. Are there anticipated utility extensions (water/sewer) to support the restroom and future facilities?

A5. There are existing structures on the property. They are not in the best of shape, but I assume there have been utilities involved in supporting those.

Q6. Are there any specific TDEC priorities or constraints that have already been identified for this project?

A6. No

Q7. Does the Town anticipate the planning/design process looking at mobility connections to the park from surrounding neighborhoods and development?

A7. No
