About this file
This is an Addendum 1 to a Request for Qualifications issued by the Town of Farragut, Tennessee for comprehensive master planning services for a newly acquired 70-acre municipal park property. The RFQ seeks a qualified firm to develop a detailed Master Plan that includes public participation and stakeholder engagement, site analysis, transportation and circulation planning, facilities programming, and conceptual design for park improvements including a roundabout entrance, internal roadways, parking areas, pedestrian and bicycle trails, and at least one permanent restroom facility. The project timeline spans approximately six months from notice to proceed, with a kickoff meeting required within two weeks, existing conditions analysis and initial public input due within two to three months, and final master plan delivery within five to six months. The submission deadline was April 9, 2026, at 2:00 PM to the Town of Farragut, 11408 Municipal Center Drive, 2nd Floor, Farragut, Tennessee 37934, with a question deadline of April 2, 2026, and notice of intent to award scheduled for April 15, 2026, followed by Board approval and contract execution on April 22, 2026.
The project is funded through a $2.5 million Federal Land and Water Conservation Foundation Grant managed by the Tennessee Department of Environment and Conservation, which was awarded to the Town of Farragut in 2024. Grant funds must be reinvested into the park itself, though the Town is not restricted by grant terms regarding the park's design or features. All communications regarding the RFQ must be submitted in writing via email to Anissa Pratte, Staff Accountant at apratte@townoffarragut.org, designated as the sole point of contact; contact with other Town personnel is forbidden and may result in bid disqualification. The selected firm must provide commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability insurance of $1,000,000, and worker's compensation coverage. All work product, data, findings, and recommendations shall become the property of the Town of Farragut, and the Town reserves the right to reject responses, conduct interviews, and negotiate separately for detailed design and construction document phases following completion of the master plan.

Q1. Does the town have the grant application, or other relevant documents, that it can share with us so we can gain a better understanding of this proposed new park?
A1. We purchased this property outright, and TDEC provided a grant covering half of the cost. The Town is not restricted by the terms of the grant regarding the park’s design or features; however, the grant funds must be reinvested into the park itself. Our primary goal is to select a firm to develop a comprehensive master plan for the park.
All communications regarding this RFQ must be submitted via email to the Finance Department representative identified below:
Anissa Pratte, Staff Accountant apratte@townoffarragut.org
The Staff Accountant will be the sole point of contact for this RFQ.
Proposers’ contact with anyone else in the Town is forbidden and may result in disqualification of the Proposer’s bid. Further, any oral communication will be considered unofficial and non-binding on the Town. Proposers should rely only on written statements issued by the Finance
Department representative.
