About this file

This is an Addendum #1 to Bid #2026-15 issued by the Town of Stratford, Connecticut's Purchasing Department for a Flood Protection Project at the Water Pollution Control Facility. The addendum postpones the sealed bid submission deadline to 10:00 AM on Wednesday, March 18, 2026, moving it from the original March 11, 2026 date. The project involves comprehensive flood protection infrastructure spanning 3,100 linear feet, including removal and reinstallation of stone riprap, excavation, drilling of micropiles and auger cast piles, formation and pouring of concrete pile caps and reinforced concrete flood walls, placement of fill for earthen embankment, installation of a 288-linear-foot gabion wall, installation of three deployable flood gate systems, and site restoration. Bids must be submitted in sealed physical form only to the Purchasing Department at 2725 Main Street, Room 104, Stratford, Connecticut 06615. A non-mandatory pre-bid conference was scheduled for February 17, 2026 at 1:30 PM, and the vendor question-and-answer period closed February 25, 2026 at 12:00 PM EST, with Addendum #2 anticipated to address additional technical questions.

The addendum clarifies contractor qualification requirements by expanding acceptable Connecticut Department of Administrative Services (CT DAS) pre-qualification categories beyond "Water Treatment Plants" to also include "Sitework" and "Concrete" classifications, recognizing the substantial heavy civil work, pile work, earthmoving, and concrete work components of the project. No pricing information, contract award value, or budget range is disclosed in the addendum. The project is subject to Connecticut Department of Energy and Environmental Protection permits, the 2002 Connecticut Guidelines for Soil Erosion and Sediment Control, applicable federal and state regulations, Connecticut State Building Code standards, AASHTO specifications, and ACI concrete standards. The project is eligible for partial federal funding through a grant program and subject to Build America, Buy America Act requirements. Payment terms are established at Net 30 Days upon approval by all relevant Town boards.

ADDENDUM #1

BID #2026-15

FLOOD PROTECTION PROJECT

WATER POLLUTION CONTROL FACILITY

2nd March, 2026 – It is intended that this Addendum incorporating the following corrections, revisions, additions, deletions and clarifications become part of the Contract Documents, including pricing as submitted.

POSTPONED:

Sealed bids will be received by the Purchasing Department at the office of the Purchasing Agent, 2725 Main Street, Room 104, Stratford, Connecticut 06615, up to:

10:00AM – Wednesday, 18th March, 2026

RFI RESPONSE:

Q1:

The Invitation to Bid states that bidders shall have CT DAS pre-qualification under the category of “Water Treatment Plants”. After examining the bid documents, it appears the project has a substantial amount of heavy civil work in the pile work and earthmoving; also a large amount of concrete work for pile caps and walls. We are requesting that contractors qualified under CT DAS classifications of Sitework and/or Concrete be considered for this project.

Response:

Sitework and Concrete categories will be acceptable in addition to Water Treatment Plants.

NOTE:

Addendum #2 will be issued in the near future addressing all other technical questions as submitted during the request for information (RFI) process.
