About this file

This document is a pre-bid conference agenda for the 2025 Region 1 Pavement Maintenance Program (PMP) for Eastern and Western Airports, organized by Century West Engineering on behalf of the Oregon Department of Aviation (ODAV). The voluntary pre-bid meeting, scheduled for June 24, 2025, at 10:00 AM, covers maintenance work at six airports: Ken Jernstedt Airfield, Mulino State Airport, Stark's Twin Oaks Airpark, McMinnville Municipal Airport, Seaside Municipal Airport, and Toledo State Airport. The scope of work includes crack repair/sealing in asphalt concrete pavements (minimum crack size of ¼"), partial depth AC pavement patching, and runway, taxiway, and apron pavement markings. Bids are due on July 8, 2025, at 2:00 PM through an electronic opening, with contract time frames requiring project start within 10 calendar days after Notice to Proceed, substantial completion within 40 calendar days, and final completion 55 calendar days after substantial completion.

The project is funded through ODAV's Pavement Maintenance Program using aviation fuel taxes generated in Oregon, with an estimated cost of $250,000 - $300,000 for both Eastern and Western airport regions. The basis of award will be the lowest responsible and responsive bidder, with BOLI prevailing wage rates applied. Liquidated damages are set at $1,000 per day, and contractors must obtain all necessary permits and locates. The pre-bid agenda emphasizes airport safety and security, with strict requirements including no work without an engineer's representative present, weekly schedule review meetings, and mandatory training refreshed every two years. Bidders' previous experience will be considered, and value engineering or plan detail changes may be proposed but must be distributed via addenda to all potential bidders.

XII. Questions?

a. Will bidders’ experience with previous PMP contracts be considered in awarding these contracts?

i. Yes, experience and resume are considered in selection. Previous experience on similar character work in non-airport environments still may qualify a contractor for work on this project if work is performed to industry SOP and completed without issue.

b. Can value engineering or changes to patching details be proposed for consideration?

i. Value Engineering or proposals for substitution may be considered, but if approved, those approvals must be publicly distributed by addenda prior to bid for other bidders’ use as well. The ODOT standard specifications include direction in section 00180 on substitution requests after award. These will be considered on a case-by-case basis.

ii. Changes to various plan details may also be considered in the same way.

iii. Bids may only be based on the contract documents, including any approved addenda.

c. Is the funding for this project available and secure?

i. Yes, this project is funded by aviation fuel taxes generated in Oregon. The agency has these funds readily available and specifically budgeted for this project. Once award and contracting is complete, the project will move forward.
