Pricing must be submitted on a unit price basis covering all costs including labor, materials, equipment, and delivery, with mailing fees based on current U.S. Postal Service rates subject to future adjustment. A local vendor preference provision allows in-county vendors to win if within 5 percent of the lowest out-of-county bid. Substantial insurance requirements include Workers Compensation at statutory limits, Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000 coverage).
