Structural Inspection Report

Inspection Date: August 5th, 2025

Inspection Personnel: David McSweeney, P.E., Hunter Oriani, P.E., Curt McCarthy

Structure Type: The main dock structure consists of an approximately 445 ft-long by 10 ft

8 in.-wide timber dock walkway and a 21 ft-long by 38 ft-wide fixed pierhead with a roof structure. (4) 45 ft-long aluminum gangways of varying widths run perpendicularly from the dock walkway. (2) of the gangways provide access to in-service floating docks while the other (2) gangways are currently closed to the public and do not provide access to functional floating docks. A 75 ft-long by 7 ft 4 in.-wide aluminum gangway provides access from the pierhead to a 75 ft-long by 30 ft-wide embarkation barge that serves the island’s ferry service. The dock walkway consists of (8) 8x14 stringers running longitudinally that supports 4x10 transverse decking and a handrail assembly. The handrail assembly consists of 6x6 posts, 3x6 intermediate and upper railings, a 2x8 horizontal rail cap, and a 6x6 curb. The dock walkway superstructure is supported by (45) bents. The typical walkway bent is comprised of (2) 15-

in. Ø timber piles supporting a 16x16 timber pile cap. The pierhead superstructure is comprised of (12) 8x14 stringers running river-parallel that supports 4x10 transverse decking and a handrail assembly with the same composition as the dock walkway’s handrail. (6) bents support the pierhead superstructure. The pierhead bents include (3) 15 in. Ø timber piles supporting 16x16 pile caps. (2) timber pile dolphins are located channelward of the pierhead on the upstream and downstream sides of the pierhead. See the attached inspection drawing which includes the bent and pile labeling system referenced in this report. Please refer to

Photographs 1 through 12 for typical views of the structure.

Waterway: Cooper River

Maximum Water Depth: 25 ft

General Inspection Notes:

1. The transverse decking was in poor to fair condition with widespread moderate deterioration and isolated areas of severe deterioration.

2. The handrail was in satisfactory condition with isolated moderate to major deterioration. The paint coating was generally intact.

3. The stringers were in satisfactory condition with evidence of moisture intrusion from decking in isolated areas.

4. The pile caps were in satisfactory condition with isolated splits in the end grain as noted on the inspection plan. Upland piles exhibited random delignification.

5. The piles were in poor condition with isolated areas of severe deterioration and widespread marine borer infestation.

6. The longitudinal and transverse cross bracing was in serious condition with up to 100% loss of section and severe hardware corrosion.

7. The dolphins exhibited moderate to minor marine borer infestation.

8. Gangway 1 exhibited pitting up to 1/16 in. deep and 4 in. gaps in the gangway decking. The associated floating dock decking exhibited moderate deterioration with isolated areas of severe deterioration and up to 100% loss of section. See location specific note #1 for connection information.

9. Gangway 2 and its associated floating dock were closed to the public at the time of inspection and were not inspected due to priority/time constraints. The floating dock appeared to have sustained severe damage and was out of service. See location specific note #1 for connection information.

10. Gangway 3 exhibited severe pitting with up to 100% loss of section and 4 in. gaps in the gangway decking. The associated floating dock decking was in good condition and appeared to have been recently replaced. See location specific note #1 for connection information.

11. Gangway 4 was closed to the public at the time of inspection and not inspected due to priority/time constraints. This gangway does not serve a floating dock and is supported by a small float currently.

12. The embarkation gangway was in good condition. The connection to the pierhead was satisfactory.

13. The embarkation barge’s decking was in fair to poor condition.

Location Specific Defects:

1. (3) rows of single bolts connect the attachment bracket associated with Gangways 1, 2, and 3 to the dock walkway. The brackets have yielded and rotated away from the dock walkway resulting in approximately 4 inches of horizontal displacement. Additionally, full depth cracks are evident in the welds at the bases of the guardrail verticals. (Photograph 13)

2. The pile cap is not bearing on Pile 8B. (Photograph 14)

3. The pile cap is shimmed with a 2x8 at Pile 7B. (Photograph 15)

4. Loose 2x6 utility hangers were observed between Bents 9 and 10. (Photograph 16)

5. Horizontal 2x6 bracing supports the utilities just above the mudline from Bent 13 and beyond.

(Photograph 17)

6. A shake was located at the top of Pile 16B measuring 1 ft horizontal, 2.5 ft vertical, with 2 in. of penetration. (Photograph 18)

7. The south end grain of the pile caps associated with Bents 16, 21, and 26 exhibited a split measuring 1/4 in. wide, 16 in. long, with 6 in. of penetration. (Photograph 19)

8. Pile 32A exhibited 90% loss of section with marine borer infestation.

9. Pile 33A exhibited 50% loss of section with marine borer infestation.

11. Pile 34B exhibited 70% loss of section with marine borer infestation.

12. Pile 46B exhibited 30% loss of section.

13. The wide flange steel beams that support the flared transition to the pierhead exhibited severe corrosion with up to 100% bottom flange loss. (Photographs 21 & 22)

14. Pile 44A exhibited 40% loss of section. (Photograph 23)

15. Pile 36B exhibited 80% section loss.

Evaluation:

Overall, the structure is rated as Poor (Code 3) as defined by the Waterfront Facilities Inspection and

Assessment Manual (ASCE MOP 130). The following constitute defects that reduce the load carrying capacity of the structure and warrant near-term intervention:

• the localized advanced deterioration of the piles in Bents 32 through 34

• the yielded condition of the connection to the dock structure and cracked welds at Gangways 1, 2, and 3

• the advanced corrosion of the steel beams at the flared transitions at the end of the dock walkway and beginning of the fixed pierhead

Limitations of Inspection:

As described in the proposal for this inspection, the bulk of the effort was directed towards the dock structure, the ferry gangway, and the embarkation barge with the foremost emphasis placed on public safety. Due to priority/time constraints, the following areas were not inspected:

• Underwater inspection of the embarkation barge

• Underwater inspection of all floating docks and piles

• Gangways 2 and 4

• Building and roof structure at the fixed pierhead

Recommendations:

Priority 1 (Immediate) Recommendations:

1. Close Gangways 1 and 3 and their associated floating docks from public use and maintain

Gangways 2 and 4 in their closed condition.

2. Restrict public access to the extents shown on the hatched portions of the ‘Enlarged Inspection

Plan at Pierhead’ view on Sheet I1 of the accompanying inspection drawings until the corroded steel beams can be addressed.

3. If currently permitted, restrict vehicular access larger than golf carts on the dock walkway until further analysis and pile repairs or replacement can be performed.

Priority 2 Recommendations:

1. Design and implement repair/replacement strategy for piles exhibiting 30% section loss or greater. (Location Specific Notes #8-12, 14-15)

2. Remove or design and implement repair/replacement strategy for the heavily corroded steel beams. (Location Specific Note #13)

3. Remove the closed aluminum gangways from the dock structure.

4. Replace deck timbers, both on the dock and barge, with deterioration that poses a tripping/splintering hazard to dock users.

5. Replace portions of handrail with deterioration that poses a splintering hazard to dock users.

6. Restore bearing condition between pile and pile cap and Pile 8B.

7. Replace heavily deteriorated longitudinal and transverse cross bracing and associated corroded hardware.

8. Conduct a Structural Repair inspection of the facility to be used in the Priority 3

Recommendations.

Priority 3 Recommendations:

1. Using the Structural Repair inspection findings, conduct a cost-benefit analysis to determine the feasibility of repairing versus replacing the facility while considering the desired use and desired service life of the facility.

2. Monitor marine borer infestation progress on piles and all defects noted.

3. Re-inspect structure using the following as a guide:

a. Following significant storm events

b. At intervals not to exceed 36 months in accordance with ASCE MOP 130 standards.

Conclusion:
