About this file
This document is a Sole Source Market Research Worksheet published by the Washington State Fruit Commission (WSFC) on June 6, 2024, focusing on a potential contract with Luminary Insights, LLC for health messaging analyzation. The agency intends to award a sole source contract to analyze the impacts of health messaging on Northwest Cherry sales in retail channels during the 2025 Northwest fresh cherry season. The contract aims to support the agency's mission of promoting Washington Stone Fruit, creating opportunities for growers, and maintaining industry leadership in business insights.
The market research worksheet demonstrates that Luminary Insights is the only vendor with the required advanced modeling capabilities and cherry industry experience, justifying the sole source designation. The agency conducted extensive research, including reviewing past solicitations and database searches, and concluded that no other company can provide the same level of specialized services. The contract is critical to the agency's ability to educate growers, retailers, and consumers about tree fruit production and benefits, and to drive grower/shipper value through targeted health messaging strategies.

Sole Source Market Research Worksheet PUBLISHED DATE: June 6, 2024 Per the Sole Source Contracts Policy, section 10, agencies must conduct sufficient market research prior to filing a new sole source contract or an amendment that extends the period of performance or proposes scope changes. In order to demonstrate that a particular vendor is a sole source for a good/service, agencies must present compelling evidence to DES that the agency conducted market research for each contract term (including each/any term extension) and amendments.
Market Research Techniques
1. Reviewing past solicitations On April 17, 2024, our agency posted a legal notice of intent to award a Sole Source Contract to Luminary Insights, LLC to provide health messaging analyzation in order to determine the impacts that health messaging had on Northwest Cherry sales in the retail channels during the 2024 Northwest fresh cherry season.
Based on this sole source posting and evidence provided to DES it was determined there was only one (1) responsive/responsible vendor which was clearly and justifiably the only practicable source to provide the services needed – no other company possesses the internal advanced modeling capabilities and cherry industry experience.
Our Agency’s mission tasks us with promoting Washington Stone Fruit in a way that creates opportunities for the highest possible returns for our growers, and to assure and support the long-term viability of the industry. To educate growers, retailers, and consumers about the production and benefits relative to tree fruit.
By not having this contract approved, our Agency would be unable to continue our priority to drive growers/shipper value by extending our industry leadership position in the business insights space with our continued emphasis on health messaging for the 2025 Northwest Cherry season.
2. Database searches DES Statewide Contracts
3. Additional Market Research After researching Luminary Insights, LLC and trying to see if there is any other company that provides the services and products they offer to their partners, there is no match. As previously mentioned, no other company possesses the internal advanced modeling capabilities and cherry industry experience that Luminary Insights can provide.
