The bid submission deadline is June 4, 2026, at 12:00 PM EST. The affidavit must be notarized and submitted with each bidder's quote as a compliance requirement for the sealed bid process.

The affidavit requires bidders to certify under penalty of law that they are not "Iran linked businesses" as defined by Michigan Public Act No. 517 of 2012 (the Iran Economic Sanctions Act) and that they will not become Iran linked businesses during contract performance. An Iran linked business is defined as an individual or entity engaged in investment activities of $20,000,000 or more with Iran's energy sector, including provision of products for oil or liquefied natural gas pipeline construction or maintenance. Bidders who submit false certifications face civil penalties of up to $250,000 or twice the contract amount (whichever is greater), investigation costs, reasonable attorney fees, and ineligibility to bid on future requests for proposals for three years from the date the false certification is determined.
