About this file
This is a comprehensive project manual and bid document for the Roaring Fork Transportation Authority's (RFTA) Glenwood Maintenance Facility (GMF) Fuel Tank Replacement project located in Glenwood Springs, Colorado, dated May 9, 2025. The project scope involves replacing existing underground fuel tanks and used/new oil tanks, including replacement of existing fuel dispensers both interior and exterior, and the addition of remote fueling locations. The project will be constructed under a single prime contract, with work to be conducted in one phase at the RFTA facility located at 2307 Wulfsohn Road. The project documents include detailed specifications across multiple divisions covering construction requirements, including general requirements, existing conditions, temporary facilities, product requirements, execution, closeout procedures, and soil improvement specifications.
The project manual provides extensive technical specifications and requirements for bidders, including detailed guidelines for submittal procedures, quality requirements, project management, construction progress documentation, and specific technical requirements for soil improvement through compaction grouting. The document outlines specific performance criteria, such as achieving an allowable soil bearing capacity of 4,000 pounds per square foot with maximum total settlement of 1 inch and maximum differential settlement of 0.003 times the distance between adjacent columns. Pre-qualified contractors for the soil improvement work include Keller North America, Inc., with the project utilizing comprehensive monitoring and testing protocols. While specific budget details are not prominently featured, the manual suggests a structured procurement process with careful attention to technical specifications, quality control, and environmental considerations.
