There are three groups of LCATS:
1. Technical
2. Functional
3. Stacked
TECHNICAL LCATS
1. Software Developer / Engineer
• Qualifications: Bachelor’s degree in Computer Science or related field.
• Certifications: Certified Software Development Professional (CSDP), AWS
Certified Developer, Microsoft Certified: Azure Developer Associate, or in a specific platform: Salesforce Developer, Appian Certified Associate Developer, etc.
• Key Skills: Proficiency in programming, Java, Python, C++, React, Angular., software design, agile methodologies, and cloud technologies. Proficiency in application development platforms including low-code platforms including ServiceNow, Salesforce, Dynamics, Appian, etc.
2. DevSecOps Engineer
• Qualifications: Bachelor’s degree in Computer Science, Engineering, or related field.
• Certifications: Certified DevOps Engineer, AWS Certified DevOps Engineer
• Key Skills: DevSecOps practices, CI/CD pipelines, and security automation.
Experience with Jenkins, Docker, Kubernetes, infrastructure as code (IaC), and security best practices. Test automation, quality assurance, manual testing, performance testing, and tools like Selenium, JIRA, and TestRail.
3. Cloud Engineer
• Qualifications: Bachelor’s degree in Computer Science, Engineering, or related field.
• Certifications: AWS Certified Solutions Architect, Google Professional Cloud Architect, Microsoft Certified: Azure Administrator Associate.
• Key Skills: Cloud services (AWS, Azure, Google Cloud), automation tools, cloud security, and cost management. System design, cloud architecture, microservices, low-code platform architecture, scalability, configuration control, version management, software configuration management tools and interoperability. May include private cloud skills including compute, database, storage, and network engineering.
4. Cybersecurity Engineer
• Qualifications: Bachelor’s degree in Cybersecurity, Information Technology, Engineering, or related field.
• Certifications: Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker (CEH), CompTIA Cybersecurity Analyst (CySA+).
• Key Skills: Cybersecurity and sofware assurance, vulnerability management, threat analysis, DoD RMF and cATO, penetration testing, incident response, SIEM/SOAR, and secure coding practices.
5. Data Engineer /Administrator
• Qualifications: Bachelor’s or Master’s degree in Data Science, Engineering, Statistics, Mathematics, or related field.
• Certifications: Google Certified Professional Data Engineer, Microsoft Certified:
Azure Data Engineer Associate, MongoDB Certified DBA, SAP HANA Developer, etc.
• Key Skills: Data modeling, Python, R, Shiny, SQL, API Dev, DBA, and ETL.
6. Data Analyst /Scientist / AI
• Qualifications: Bachelor’s or Master’s degree in Data Science, BIT, Engineering, Statistics, Mathematics, or related field.
• Certifications: Certified Data Scientist (CDS), Microsoft Certified: Azure Data Scientist Associate, IBM Data Science Professional Certificate.
• Key Skills: AI, MLOps, machine learning algorithms, R, and data visualization tools.
FUNCTIONAL LCATS
1. UI/UX Designer / Business Analyst/ Functional Analyst
• Qualifications: Bachelor’s degree in Design, Human-Computer Interaction, or related field.
• Certifications: Certified Usability Analyst (CUA), UX Certification (Nielsen Norman Group), Interaction Design Foundation Certification.
• Key Skills: User research, wireframing, prototyping, usability testing, and design tools like Sketch, Adobe XD, Figma, etc. Requirement gathering, process mapping, data analysis, and stakeholder management.
2. Project Manager / Agile /SCRUM Master
• Qualifications: Bachelor’s degree in Business Administration, Project Management, or related field.
• Certifications: Project Management Professional (PMP), Certified ScrumMaster (CSM), Agile Certified Practitioner (PMI-ACP).
• Key Skills: Leadership, Agile methodologies, risk management, project scheduling, and stakeholder communication. Program planning, risk management, budget management, stakeholder communication, and strategic planning.
5. Delivery Specialist (/ Training)
• Qualifications: Bachelor’s degree in Education, Training, or related field.
• Certifications: Certified Professional in Learning and Performance (CPLP).
Certified Professional Technical Communicator (CPTC).
• Key Skills: Curriculum development, training delivery, instructional design, and assessment. Documentation, technical writing, editing, and communication.
STACKED LCATs
There are 2 stacked LCATs with 3 different varieties:
Stacked LCAT Technical Functional Hybrid(mix of Technical & Functional)
1. Expert Technical Expert Functional Expert Hybrid Expert
2. Polymath Technical Polymath Functional
Polymath Hybrid Polymath
Stacked LCATS are reserved for those technical experts that drive their skills cross-discipline and build across the technical stacks to become highly efficient and technically dependable. To qualify for the stacked LCATs, Contractor personnel must possess demonstrated experience in more than one technical career field discipline.
This experience may qualify for Stack Points as described in the Stacked LCAT Form (IDIQ Attachment 000X). The Contractor shall include a completed Stacked LCAT Form and resume for every individual proposed in a Stacked LCAT in a Task Order Proposal.
The Government will not accept personnel proposed in Stacked LCATs without the required supporting documentation. The Government reserves the right to remove any Task Order Proposal submitted without the applicable Stacked LCAT supporting documentation from further consideration for that Task Order award. Offerors are advised that instances in which personnel are proposed for Stacked LCAT positions when the supporting documentation does not substantiate that they possess the appropriate qualifications will be assessed as a Significant Weakness as relying on personnel to perform functions beyond their demonstrated abilities introduces significant risk to successful performance.
Unique “dual hat” roles and experiences of candidates may count toward multiple discipline areas depending on the role. For example, one common overlapping area is data science and web development. If your employee was serving in such a capacity, they may qualify for credit towards more than one disciplined LCAT. A more detailed example: Cynthia served as both a data engineer and web developer for 4 years. She gained experience and skills across both technical disciplines. Thank you, Cynthia, for your hard work; you qualify for 2 stacked points from that single experience.
IMPORTANT: All stacked LCATs applications will be reviewed with detailed experiences and skills or the person applying to a stacked LCAT.
Qualifications for the Stacked LCATs are as follows:
1. Expert, Technical = 4+ Technical Stacked Points
a. Examples:
i. SNR Software Developer (1) + SNR DSO Eng (1) + SNR Cloud Eng (1) + SNR Cyber Eng (1) = 4 Technical Stack Points
ii. SNR Software Developer (1) + SPL Data Scientist (3) = 4 Technical Stack Points
2. Polymath, Hybrid = 9+ Hybrid (Technical or Functional) Stacked Points
a. Examples
i. SNR Software Developer (1) + SPL Data Scientist (3) + SPL Cloud Eng (3) + SNR Project Manager (1) + SNR UI/UX Designer (1) = 9 Hybrid Stack Points
ii. SPL Data Engineer (3) + SPL Data Scientist (3) + SPL Project Manager (3) = 9 Hybrid Stack Points
