SOLUTION: STACKED LCATS
▪ The Labor Categories on the contract will allow for technical experts with cross-discipline skills, at rates that are competitive with industry for these highly qualified individuals, or “Stacked LCATs”.
▪ Stacked LCATs are reserved for those technical experts that drive their skills cross-discipline and build across the technical stacks to become highly efficient and technically dependable. To qualify for the Stacked LCATs, Contractor personnel must possess demonstrated experience in more than one technical career field discipline.

PROBLEM 2: AWARDING
TO “PAPER TIGERS”
SOLUTION: TECHNICAL CHALLENGE
As part of the phased source selection, Offerors who participate in the Technical Challenge will be evaluated on their ability to deliver a product that showcases the offeror’s product development ability and an evaluation of that product.
▪ The technical challenge will last for a set period, with each participating offeror receiving access to an environment and permissions/software to build products.
▪ The evaluation team will assess the offeror’s demonstration of modern software tools and techniques, deployment capabilities, and resilience ability following the goals outlined in Army Directive 2024-02, Enabling Modern Software Development and Acquisition Practices.

SOLUTION: SOO, Oral Presentations, and IDIQ pricing
TO swill be competed utilizing a SOO that will outline the Government’s need.
Offerors will propose a PWS/Agile Development Plan.
Oral Presentations will replace written technical volumes at the Task Order level.
Rates/Pricing established on IDIQ to speed evaluation at TO award.
PROBLEM 3: SPEED TO
TASK ORDER AWARD

SOLUTION: Expedited Delivery/ Enhanced Performance
▪ At the TO level, Expedited Delivery/Enhanced performance incentive CLINS may be established on a FFP basis and payable to the contractor after the completion of a specified interval of work (number of sprints/PIs)
▪ To be paid, the contractor shall meet or exceed the “Very Good” performance standard(s) for all performance metrics selected for the associated interval of work.
▪ The Contractor will not be entitled to payment if the metrics do not meet the minimum threshold of “Very Good”. Cancellation of this CLIN alone will not negatively impact the contractor’s CPARs rating.
PROBLEM 4: PROPER

SOLUTION: Awardable Not Selected Pool
The next highest technically rated Offerors during the TO competition will be found Awardable but Not Selected for initial TO award.
All proposals shall be valid for one (1) year beyond the date of award.
Should the Government decide to stop work on any Task Order, the Government OCO may then issue a Task Order award directly to the next highest rated Task Order proposal.
