About this file

This document contains questions and responses related to a federal contract opportunity for the Upgrade of the Hydro-Generators Brakes Control System. The contract is a 100% Small Business Set-Aside with a NAICS code of 335314 Relay and Industrial Control Manufacturing. The solicitation number is 20245201002, and the government agency is the International Boundary and Water Commission, United States Section (IBWC). Key details include:

The work involves upgrading the hydro-generators brakes control system at the Falcon Field Office. The existing system includes a PLC that communicates with the generators and an annunciator system in the control room. Questions address topics such as cable routing, available PLC inputs, operating pressure, and creep detection. The government indicates a PE is required for this project and bidders should focus on experience with hydro-generator projects. The solicitation includes a Performance Work Statement, drawings, and other attachments. Quotes are due on April 17, 2024 by 2:00 PM MDT. NOTICE ID: 20245201002 Upgrade of the Hydro-Generators Brakes Control System Questions and Responses

1. Do we know the distance between the Brake Control Enclosure and the Control Room? Is there an existing raceway/cable tray that can be utilized for new control cables?

Yes, there is a route and cable tray to run the communication cable, plus the max distance between the Generators Brakes and Control Room 250 FT.

2. Are there 3 spare digital inputs available on any of the SEL Axion 2244-2 digital inputs modules?

Yes, there is enough inputs digital and analogs in the PLC for the annunciator system.

3. Are there any spare slots on the SEL Axion Backplane?

Yes, there are few open slots.

4. What is the operating pressure of the brake system?

100 PSI.

5. How do they handle creep detection for the turbines?

The PLC from the governor send a digital signal (Alarm) to the Annunciator after 10 minutes if the

Generator doesn’t stop. This signal is already prewired all the way to the control room, but sometimes the PLC send the wrong signal and we believe the creep sensor needs to be recalibrated or replaced.

6. As we prepare our bid, we are seeking clarification regarding the license requirements. Specifically, we would like to know whether it is permissible for a subcontractor to hold the Texas Engineering Practice

Act and Rules Concerning the Practice of Engineering and Professional Engineering Licensure, or if it is mandatory for the prime contractor to possess this license.

A PE is required for this project. Please focus more on previous experience performing projects with

Hydo Generators.
