About this file
This document contains the Questions and Responses related to Solicitation Number 20245201002 for the Upgrade of the Hydro-Generators Brakes Control System. The solicitation is issued as a Request for Quote (RFQ) by the International Boundary and Water Commission, United States Section (IBWC) as a 100% Small Business Set-Aside. The NAICS code is 335314 Relay and Industrial Control Manufacturing, with a corresponding small business standard of 750 employees. The requirement is for services under PSC N035 Installation of Equipment- Service and Trade Equipment.
The key details provided in the Questions and Responses include information about the existing equipment and infrastructure, such as the distance between the Brake Control Enclosure and Control Room, availability of spare PLC inputs and backplane slots, operating pressure of the brake system, and the current method for creep detection. The responses also clarify that a Professional Engineer (PE) license is required for the prime contractor, and that the existing Annunciator system utilizes Schweitzer SEL-2244-2 PLC modules. The responses indicate that the existing brake system is manual, and an upgrade to a SIL-3 safety PLC system is desired. Offerors are advised to focus on previous experience with hydro-generator projects.

NOTICE ID: 20245201002 Upgrade of the Hydro-Generators Brakes Control System Questions and Responses
1. Do we know the distance between the Brake Control Enclosure and the Control Room? Is there an existing raceway/cable tray that can be utilized for new control cables?
Yes, there is a route and cable tray to run the communication cable, plus the max distance between the Generators Brakes and Control Room 250 FT.
2. Are there 3 spare digital inputs available on any of the SEL Axion 2244-2 digital inputs modules?
Yes, there is enough inputs digital and analogs in the PLC for the annunciator system.
3. Are there any spare slots on the SEL Axion Backplane?
Yes, there are few open slots.
4. What is the operating pressure of the brake system?
100 PSI.
5. How do they handle creep detection for the turbines?
The PLC from the governor send a digital signal (Alarm) to the Annunciator after 10 minutes if the
Generator doesn’t stop. This signal is already prewired all the way to the control room, but sometimes the PLC send the wrong signal and we believe the creep sensor needs to be recalibrated or replaced.
6. As we prepare our bid, we are seeking clarification regarding the license requirements. Specifically, we would like to know whether it is permissible for a subcontractor to hold the Texas Engineering Practice
Act and Rules Concerning the Practice of Engineering and Professional Engineering Licensure, or if it is mandatory for the prime contractor to possess this license.
A PE is required for this project. Please focus more on previous experience performing projects with
Hydo Generators.
7. What type of PLC are you using (manufacture-reference) version of the control system?
Our current Annunciator systems has Schweitzer SEL-2244-2 PLC module, but our current brake system do not use anything close to Schweitzer Relay everything is pretty much manual. PLC will work fine to prevent the Generator runs with the Brake system ON. field devices such that the system could benefit from a SIL-3 safety PLC and this will be an upgrade for current system, also we need to send the signal to current Annunciator System.
8. How is the drive sequence depending on the type of stop?
Everything is manual
9. Condition of the machines (do they require replacement, refurbishment)?
Replacement Upgrade current brake system
10. Is the whole operation of the plant controlled with one PLC, and is it required to make the breaker control system independent?
NOTICE ID: 20245201002 Upgrade of the Hydro-Generators Brakes Control System Questions and Responses
The brake control system should work in conjunction with Generator Control System to avoid start the generator with the brake system on and dagame the brake pads for the unit
11. How much asbestos could we find in the execution of the project?
They may be some asbestos in the electrical wires and brake pads and you may contemplate this issue with your quote.
