About this file
This document is a Statement of Work (SOW) for a federal contract opportunity issued by the Defense Threat Reduction Agency (DTRA). The SOW outlines the requirements for a Cooperative Threat Reduction Program project to build the capability of Southeast Asia partner nations to counter chemical smuggling and prevent non-state actor acquisition and use of improvised chemical weapons.
The key objectives are to assess, develop, deliver, and evaluate sustainable training to enhance the chemical security capabilities of partner nations in areas such as attribution and forensics, site/transportation security, lifecycle management, regulatory frameworks, and incident response. Training will cover topics from WMD concepts to advanced technical areas like chemical sampling, forensics, and decontamination. The contractor will be responsible for event planning, material development, logistics, and evaluation. The contract is part of a pre-solicitation for the DTRA Southeast Asia Regional Training Project, with responses to a related Request for Information due on or before August 28, 2024.

Statement of Work
Cooperative Threat Reduction Program Chemical Security & Elimination Program Southeast Asia Regional Training Project
August 21, 2024
1. Introduction
1.1. Background
The Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) Program works with the U.S. interagency and willing partner countries worldwide to reduce the threat of weapons of mass destruction (WMD) and related material, technology, and expertise. The DoD seeks to partner with Southeast Asia (SEA) governments through the DTRA CTR Program to build the region’s capability to counter chemical smuggling and prevent non-state actor acquisition and use of improvised chemical weapons (CW). Successful completion of this contract will improve current Countering Weapons of Mass Destruction (CWMD) capabilities in the SEA region and develop recommendations for future engagement to further CTR objectives in the region.
The work defined in this Statement of Work (SOW) will be performed in support of the CTR Chemical Security and Elimination (CSE) Program within SEA.
1.2. Scope
This effort includes assessment, development, delivery, and evaluation of sustainable training to Southeast Asia partner nations to enhance their approach to chemical security within their respective areas of authority. DTRA will determine requirements for training assessments; chemical security related concept of operations (CONOPS); and training and field exercise capabilities to increase host-nation capabilities during the execution of the contract. Service requirements may include assessment and identification of partner nation training needs, training course or event material development, planning and execution of events, training-specific equipment procurements and maintenance, and other related activities.
The intended recipients of assistance under the project include SEA partner nation organizations whose mission is related to attribution and forensics, chemical site and transportation security, chemical lifecycle management, regulatory frameworks, and incident response. Any DTRA assistance will be closely coordinated with other related USG and international donor programs to avoid duplication of effort and conflicting approaches. Successful implementation of this effort will accomplish the following:
Defense Threat Reduction Agency – Distribution A. Approved for public release on August 26, 2024: Distribution unlimited
