About this file

This is a clarifying questions document issued by Clackamas County, Oregon for RFP #2024-112 for Library Self-Checkout Kiosks and Lockers, with responses dated January 13, 2025. The RFP seeks to procure 38 self-checkout units consisting of both freestanding and desktop models, including height-adjustable options, to replace existing equipment. Vendors are required to submit implementation plans, demonstrate legal capacity to operate in Oregon through Secretary of State registration, and provide both self-checkout and locker solutions. Proposal responses are due January 15, 2025.

The document clarifies that pricing should include per-unit costs for all models (freestanding, desktop, and height-adjustable), with quantity discounts noted if applicable. The final equipment breakdown will be determined based on how different models fit within library environments. The current setup from 2017 included 7 adjustable-height kiosks and 11 desktop kiosks, which may serve as a reference point for the new installation. No bonds are required as this is not considered construction or public improvement. Payment terms, typically net 30 days, will be negotiable with the winning proposer under the final contract. Equipment removal and disposal pricing should be included as an option but is not mandatory.

REQUEST FOR PROPOSALS #2024-112

LIBRARY SELF-CHECKOUT KIOSKS AND LOCKERS

RESPONSE TO CLARIFYING QUESTIONS

January 13, 2025

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. On page 11, under Section 3.3.1.3 Implementation, it states, “A sample project implementation plan and template of past self-check system implementation must be provided with the RFP response.” Can the Library please confirm what offerors should be providing to satisfy “template of past self-check system implementation”?

Answer: Perhaps this could have said “or.” The template of past self-check system implementation would essentially be a sample project plan. This was intended to allow a standard template or one with details from a previous organization’s implementation.

2. In the sample Personal Services Contract, it states in part, “23. FOREIGN CONTRACTOR. [...] The Contractor shall demonstrate its legal capacity to perform these services in the State of Oregon prior to entering into this Contract.” Will the winning vendor be responsible for this or is this something to be provided at submission?

Answer: Companies that perform services in the State of Oregon are required to register with the Secretary of State, which is what Clackamas County uses as verification.

3. On page 15 of the RFP, it requests that offerors respond in the following manner: 5.3 Scope of Work and then 5.4 Fees. However, there may be some overlap since 3.3.1.5 under 5.3 Scope of Work covers Fees. Can the Library please confirm where the pricing (files) should be provided?

Answer: Where you provide them is up to you, there is no specific order we are looking for.

4. Will any of the currently installed equipment be replaced by this newer equipment or is it in addition to it? If replacing, will the winning vendor be responsible for removing it?

Answer: Yes, these will be replacing older equipment. There is a note under 3.3.1.5 asking for pricing on any options available for removal and disposal, but removal is not necessarily required.

5. Under 3.3.1.1, the RFP notes, “N. Self-checks: Freestanding and desktop models.” Of the 38 requested units, how many of each should offerors quote (i.e., the breakdown)?

Answer: Please provide per-unit cost for both models. If that varies depending on quantity ordered, please include that. The breakdown will depend on how libraries decide offered equipment will fit in their environment.

6. How many freestanding height-adjustable self-checkout kiosks does LINCC want pricing for? How many freestanding stationary self-checkout kiosks? How many desktop self-checkout kiosks?

Answer: Please provide per-unit cost for all three models. If that varies depending on quantity ordered, please include that. Again, this depends on how different models fit in libraries’ environment. The effectiveness of height-adjustable models could also affect the quantity needed.

There is a breakdown of our current set-up under 3.2; this will likely be similar.

7. Can we provide data sheets and pre-installation guides separate from the 20-page-limit?

Answer: Yes, equipment data sheets and guides can be separate

8. Will there be the same number of adjustable-height kiosks (7) and desktop kiosks (11) as were ordered in 2017? If not, how many of each configuration would you like in the proposals?

Answer: See answer to #6.

9. Does each requirement in the RFP (unless specifically stated otherwise) relate to both self-checkout and locker solutions?

Answer: Yes. If something does not apply to one or the other, please note that.

10. Are bonds required for this project? The Clackmas County General Conditions for Public Improvement Contracts document (Nov 21, 2024) references bonds several times

Answer: no this is not considered construction or public improvement.

11. According to the Clackamas County Purchase Order Standard Terms and Conditions, payment for completion is normally made within 30 days following the date of delivery. Would the library be willing to discuss these payment terms and agree to a payment schedule?

Answer: The result of this solicitation will be a contract with terms and conditions being negotiable with the winning proposer.
