About this file

This document is Addendum 1 for RFB 2024-009 issued by the City of Manitou Springs for the Manitou Overlook Park-Higginbotham Flats Master Plan project. The addendum provides details from a pre-bid walk held on May 21, 2024, including clarifications and answers to potential bidders' questions. The project involves creating a master plan for a park with a $50,000 budget for Phase 1 (design), with Phase 2 (construction) budget yet to be determined. Key project elements include a Seven Stone Cairn sculpture featuring names of prominent native Colorado tribes, a medicine garden with local plants, potential event space, a gazebo, and considerations for parking, a helipad, and noise mitigation from a nearby highway. The master plan must be approved by the City Council by the end of the year, with the first presentation anticipated in October.

The addendum specifies that the same design team is expected to complete both phases, and the city is seeking a low-maintenance, sustainable design that incorporates native plantings and natural materials. Potential challenges include parking accommodations, water access for irrigation, and potential environmental considerations. The city will provide surveys and is open to removing existing vegetation to replace with native species. The project requires four total meetings: two with the Parks & Recreation Advisory Board, one with the general public, and one with the City Council. Bidders are also requested to provide references from previous municipal infrastructure projects, including detailed cost information.

1.02 EXHIBIT LIST

1. Sign-In sheet, pre-proposal walk 05/21/2024

2. Cairn Sculpture details/example

1.03 PRE-BID WALK CLARIFICATIONS

1. The budget for Phase 1- Master Plan is $50,000.

2. The budget for the construction phase, Phase 2, is not yet determined.

3. The City is looking into putting up a temporary fence up around the property line to help distinguish the exact location of the two lots to be developed.

4. At the edge of the property there is undeveloped land that in the future is hoped to be turned into an open space with trails.

5. The biggest challenge the City/PARAB foresee is the parking, which needs to be enough to facilitate visitors plus a helipad.

6. We would like to see a berm to help with the noise from the highway, etc.

7. The sculpture placement has not been set; leaving this up to the designer.

8. The sculptures approximate size is 5’-6’ wide x 9’tall

9. The only structure that we see being on the property would be a gazebo.

10. The goal is to make the property as low maintenance as possible.

1.04 PRE-BID WALK QUESTIONS

1. Can you confirm that Phase I and Phase II will be completed by the same team? Yes, we do want both phases to be completed by the same team.

2. Are there any constraints for this project? The master plan must be approved by the City Council by the end of this year. The first meeting to present to the City Council is anticipated to be in October.

3. Should the plan account for having the space used as an area for events? Yes, this could be an event space but not its primary function.

4. Has any environmental testing been done on the property? No, not that we are aware of.

5. Has there ever been any structures on the property? No, not that we are aware of.

6. Is there water access on the property for irrigation, etc.? The City Staff are looking into this matter and will have an answer in the next addendum.

7. Can the existing vegetation/trees be removed and replaced with native species? Yes, this is possible. Please note, for every inch of tree we take down, the City must replant the same amount somewhere in the City of Manitou but not necessary inch for inch replacement on the same property.

8. Do you anticipate the builder to be on our design team for the Master Plan? That is up to the design team. The City does not have a preference.

9. Will the construction be under a different contract? Yes, this phase with the designer will be under a different contract.

10. Is there any plan for the right-away that is dividing the two plots to be integrated making this one plot? The City Staff are looking into this matter and will have an answer in the next addendum.

11. The RFQ states you would like 4 stakeholder and 2 public meetings and during the prebid you mentioned 4 total meetings, can you please confirm the total number of stakeholder and public meetings? Contractor must meet twice with the Parks & Recreation Advisory Board (2), once with the general public (1), and once with City Council (1), for a total of four (4) meetings.

12. Is an existing site/topographic survey required at this stage of the project? The City will provide surveys; they are not required at this stage of the project.

13. What are the anticipated general dimensions of the helipad? At least 35 meters by 35 meters.

14. Per page 6, 4.g. under references you mention the following: Please provide a list of 3 clients of your company, preferably cities in the State of Colorado, who have used your services in the design and/or construction of municipal infrastructure facilities or other related projects. Describe the service provided, the approximate total project cost and the cost of your service. List engineer’s estimate of construction versus final construction cost. Include the name, address and telephone number of the client’s contact person who is familiar with both the project and your firm’s role on the project. Can you please confirm if you need the engineer’s estimate of construction versus final construction cost or is design fee/final cost acceptable?

We are looking to have both the design fee vs final cost as well as the construction estimate vs final cost to give us a total project cost. If construction costs is unknown, please state this with brief explanation of the know project costs.
