About this file
This is a Certificate of Project Approval issued by the New Mexico Environment Department's Drinking Water Bureau for the Eastern New Mexico Water Users Association (ENMWUA) on March 1, 2023. The Finished Water Three B (FW3B) Pipeline project involves constructing 28,700 linear feet (5.4 miles) of 20-inch diameter ductile iron or PVC pipe, 491 linear feet of 6-inch diameter pipe, and associated infrastructure including 3 combination air release and vacuum valve assemblies, 3 blowoff assemblies, 1 flow control valve vault, 1 turnout vault, and 243 linear feet of trenchless method pipeline crossings.
The project is currently in proposed status and does not yet provide ENMWUA the ability to serve water, as no application has been submitted for drinking water sources or connections to an existing public water system. The New Mexico Environment Department has reviewed the project plans and specifications in accordance with drinking water regulations and found no regulatory deficiencies. The project has specific notification requirements, including written notices when construction begins, for change orders, upon project completion, and to transmit record drawings. Construction must commence within one year of the project approval date, or a new application must be submitted.

CERTIFICATE OF PROJECT APPROVAL
System #: NM3500505 System Name: Eastern New Mexico WUA
Date: March 1, 2023 System Contact: Orlando Ortega, oortega@ENMWUA.com
Project Description: “The Finished Water Three B (FW3B) Pipeline project consists of 28,700 linear feet (5.4 miles) of 20‐inch diameter ductile iron or PVC pipe, 491 linear feet (0.15 mile) of 6‐inch diameter ductile iron or PVC pipe, 3 combination air release and vacuum valve assemblies and vaults, 3 blowoff assemblies, 1 flow control valve vault, 1 turnout vault, and 243 linear feet of trenchless method pipeline crossings.”
*The system will remain in proposed status because the scope of this water infrastructure project does not provide ENMWUA the ability to serve water because an application has not yet been submitted for any sources of drinking water or any connection to an existing public water system that would allow ENMWUA to serve water as a consecutive connection system. A capacity assessment is required prior to an engineering application for a source prior to delivering water.
A copy of this certificate shall be in the possession of the system documenting that the above project has been reviewed and approved by the department.
☐ Engineering review
☒ Notification required but approval is not required ☐ Notification nor approval is required
All plans and specifications were reviewed in accordance with the applicable design and construction guidelines found in the review references of the New Mexico Drinking Water Regulations, Section 20.7.10.104. No regulatory deficiencies, sanitary discrepancies or recommendations were identified during this review.
The written notification of the project was provided on February 6, 2023. Jim Honea, P.E., a registered professional engineer, is responsible for the project.
As of March 1, 2023, there were no active violations of any health‐based standard (action level, maximum contaminant level, or treatment technique) recorded for the Eastern New Mexico WUA, in the New Mexico Safe Drinking Water
Information System (SDWIS State) database.
The construction phase of the project has the following requirements for written notification:
Provide written notice: NMAC citation
1. when construction begins 20.7.10.201.P
2. of change orders before they are implemented recognizing that revised plans and specifications may be required
20.7.10.201.R
3. when the project is complete 20.7.10.201.T
4. to transmit record drawings in electronic format – 120 days after completion 20.7.10.201.U
If construction does not commence within 1 year of the date of this certificate, a new application must be submitted as required in NMAC 20.7.10.201.Q.
Upon completion of the project, please submit the documentation required in NMAC 20.7.10.201.T(1) through NMAC 20.7.10.201.T(6) and NMAC 20.7.10.201.U. If this project required notification, but not approval, the requirements in NMAC 20.7.10.201.T(1) and in NMAC 20.7.10.201.U would not apply. However, sealed record drawings as pdfs for NMED Drinking Water Bureau files would be appreciated if submitted.
