Why did I receive a business personal property tax statement?
Our records indicate you or your business owned or possessed taxable business personal property (machinery, equipment, furniture, fixtures, tenant improvements and other business assets) in Washington County on January 1st.
Is business personal property taxable?
Yes. Under Oregon law, business personal property is taxable. This includes any property currently in your possession, in use, idle or in storage as of January 1st each year.
How were my business personal property taxes calculated?
After processing your annual Confidential Personal Property Return, the total depreciated value of your itemized assets is multiplied by the rate of your tax code area resulting in your business personal property tax bill.
Why do I have a “late file” penalty on my statement?
Penalties incur when the annual Confidential Personal Property Return is filed late. This year returns were to be filed on or before March 15th.
Can I appeal either the value and/ or the penalty?
Yes. See the back of your tax statement to learn how to appeal the value and/or the penalty. For more information and/or petition forms, refer to our website: www.co.washington.or.us/tax or call, 503-846-3854.
What happens if I do not pay my taxes?
If you choose not to pay the taxes by the date due, interest will accrue and the County may:
• Issue a warrant.
• Seize, sell, or garnish your assets.
• Attach a lien to your real property.
What if I have delinquent taxes for prior years?
Taxes become delinquent whenever any installment is not paid timely. Delinquent taxes will be noted on the front of your tax statement under the amount listed in “Payment Options”. Call the Tax Collections office at 503-846-8801 with any questions.
More information is on the back of your tax statement, including:

I sold the business personal property and/or closed, sold or moved my business.
Am I still liable for the tax?
Yes. If you owned the business personal property on January 1st, you or your business is liable for the tax to the county in which the assets were located on that date.
Sold or closed your business Notify the County, in writing, immediately if you have sold or closed the business to avoid additional tax liability for future years. For your convenience, mail the attached Changes in Your Information form with your updated information.

I M P O R T A N T N O T I C E
To all persons who own, or have an interest in, Washington County land outside of the incorporated cities or in the vicinity of County roads:
The Board of Commissioners may adopt land use ordinances each year between March 1 and Oct. 31. These legislative acts may change the land use designation or types of uses permitted on your land or land adjacent to yours.
To receive a description of all proposed land use ordinances during 2020, mail the completed form below with a $31.00 check to the address indicated below.
Electronic copies of land use ordinances are posted on the County’s website:
www.co.washington.or.us/landuseordinances

What is a Land Use Ordinance?
A land use ordinance is a legislative decision by the Board of Commissioners, which generally affects the use of land. Land use ordinances can include:
• Changes to the policies, standards, or procedures used to process land development applications
• Land use designations (zoning) or permitted uses for large areas of land
• Modification of the alignment or number of lanes planned for a roadway, which may include County roads inside a city
Each land use ordinance will have at least two public hearings - one by the Washington County Planning Commission and one by the Board of Commissioners. It is the Board’s decision whether to adopt, reject, or continue a land use ordinance.
The County Charter requires that all persons who pay a notice fee be mailed a notice generally describing each proposed land use ordinance and the date, time, and place of the initial public hearings. Persons who pay this fee will also receive an additional notice if a substantive change to the ordinance is proposed by the Board of Commissioners. The date, time and location of the required additional hearings will be included in the notice. To receive this same information through email updates, subscribe to the “2020 Land Use Ordinances” and “Land Use Ordinances Update” electronic newsletters on the County’s e-subscriptions page -http://washtech.co.washington.or.us/subscriptions. These are listed under Land Use & Transportation.
Landowners within 500 feet (1,000 feet in rural areas) will receive notice of most administrative and all quasi-judicial reviews of plan amendments and development applications that affect individual properties. No fee or action is required to receive notices.
