RE: METHAMPHETAMINE TESTING REPORT

Cheyenne River Agency Quarters

Multifamily Housing

Atlas Project No. 204BS09257

Dear Mr. Kerley:

On September 24, 2025, Steve Hudson of Atlas Technical Consultants, LLC (Atlas) conducted testing of accessible surfaces and areas at the above referenced property to identify the presence of potential methamphetamine contamination.

1.0 SCOPE OF SERVICES

The scope of services for the project included:

➢ Collection of wipe samples from representative surfaces within the residence to assess potential methamphetamine contamination,

➢ Laboratory analysis of submitted wipe samples for methamphetamine residue,

➢ Comparison of methamphetamine concentrations to the recommended clean-up level of

0.1 ug/100cm2,

➢ Report of Findings with summary of findings and copies / interpretation of analytical testing data.

1.1 Standard of Care

Atlas conducted this assessment in general accordance with guidelines established by the USEPA

Voluntary Guidelines for Methamphetamine and Fentanyl Laboratory Cleanup, August, 2021. Atlas performed the assessment and testing in a manner consistent with the level of care and skill ordinarily exercised by environmental professionals practicing in this field.

The results and findings expressed in this report are based on conditions present during our site visit.

Methamphetamine Assessment Report Location: #A01-01, Building #2014-D Eagle Butte, SD September 30, 2025 Atlas Project No. 204BS09257

2.0 METHODS

Atlas conducted a visual inspection of the residence to assess site conditions and identify representative sample locations. Dust wipe samples were collected from representative surfaces

/ areas to identify and characterize methamphetamine contamination levels within the residence.

Samples were collected using pre-moistened GhostWipe surface wipes pre-wetted with reagent-grade methanol and disposable 100-cm2 sampling templates, provided by the analytical laboratory. Samples were collected by wiping the entire area within the 100-cm2 sampling template using a side-to-side “S” sampling motion then folding the wipe sample and repeating the motion top-to-bottom across the entire sampling template area. Gloves were worn during sample collection and removed and discarded immediately after sample collection. A new set of gloves was donned prior to each sample collected.

Samples were shipped under proper chain of custody to ALS Laboratory in Salt Lake City, Utah, for methamphetamine residue analysis per National Institute for Occupational Health and Safety

(NIOSH) Method 9111 Methamphetamine on Wipes by Liquid Chromatography/Mass

Spectrometry (LC/MS). (A copy of the laboratory analytical results and chain of custody is provided as an attachment to this report).

3.0 SUMMARY OF FINDINGS

Atlas collected and submitted a total of 4 composite wipe samples along with 1 discrete wipe sample for laboratory analysis. Results are summarized in the table below.

4.0 CONCLUSIONS

➢ Sample results indicated the presence of methamphetamine contamination within the residence that exceeded the recommended clean-up level.

5.0 ASSUMPTIONS AND LIMITATIONS

The results, findings and conclusions expressed in this report are based upon the conditions encountered during the September 24, 2025, testing event. The testing was limited to representative and accessible surfaces within the residence as identified in this report. The testing event is an attempt to characterize the potential for methamphetamine contamination within the residence consistent with acceptable work practices and assessment approaches used by professionals in the industry. As with any sampling approach, it is always possible that contamination may be present in locations that were hidden, inaccessible or outside the limits of the representative testing approach. No testing can guarantee that all methamphetamine contaminated items were identified.

The information contained in this report should not be relied upon to represent conditions that existed previously or at a later date. Atlas does not warrant the services of regulatory agencies, laboratories, or other third parties supplying information used in the preparation of this report. No warranty, express or implied is made. This report is for the exclusive use of our client for the project being discussed. Other individuals or entities may not rely on this report without written permission of Atlas and our client.

The quality system implemented at ALS conforms to accreditation requirements and is applied to all analytical testing performed by ALS. The following table lists testing sector, accreditation body, accreditation number and website. Please contact these accrediting bodies or your ALS project

LOD = Limit of Detection = MDL = Method Detection Limit, A statistical estimate of method/media/instrument sensitivity.

LOQ = Limit of Quantitation = RL = Reporting Limit, A verified value of method/media/instrument sensitivity.

ND = Not Detected, Testing result not detected above the LOD or LOQ.

NA = Not Applicable.

** No result could be reported, see sample comments for details.

( ) This testing result is between the LOD and LOQ and has higher analytical uncertainty than values at or above the LOQ.
