SOLICITATION QUESTIONS AND ANSWERS (Q&A)
RFQ 20149165: CBP Yuma Sunshade Canopy Installation
As of 04/10/2025
1. Q: Is there a cost estimate, budget or ballpark figure for the project listed?
A: This information is internal to the Government and will not be provided.
2. Q: Is there an actual start date for the project?
A: Award of a purchase order is anticipated to be made within 30 days after the close of the solicitation. All work shall be completed within 120 calendar days after receipt of order.
3. Q: Are there any pictures of the existing canopy?
A: Please see document titled ‘2.4.1_Sol_A1_Canopy Dimensions and Photos_20149165’.
Photos of the canopy in its assembled state as well as its current state have been provided.
4. Q: Can we get a copy of the engineering for the original canopy? Specifically, any available drawings, year of manufacture, and the wind load criteria it was designed to meet.
A: Please see document titled ‘2.4.1_Sol_A1_Canopy Dimensions and Photos_20149165’ for the information that CBP is able to provide. Any additional engineering information will need to be obtained from the original manufacturer, Big Top Manufacturing.
5. Q: You mentioned the installation of furnished 48’ wide x 55’ long x 20’ center height fabric shade structure and metal frame, transportation, seal by a structural engineer, and other requirements etc. but there is no place where the concrete installation measurement is measured. Is 48’ wide x 55’ long x 20’ height the dimension for the concrete to be installed?
A: Please see section B.6 of the Statement of Work (SOW).
6. Q: Are you only looking for labor or do you need shade structure materials as well?
A: Please read the SOW in its entirety; particularly section B.5.
7. Q: During the site visit, there was mention of adding lighting and outlets to the structure that is not defined within the RFQ SOW. Can CBP confirm this requirement and provide the intended quantity of the requested electrical devices? In example numbers of lighting (LED), Outlets/type, voltage/amps?
A: Please disregard the lighting and/or outlets mentioned during the site visit. There are no lighting or outlet requirements included as part of this procurement action.
8. Q: To clarify, this does not require a full slab of concrete under the canopy, only concrete required are for the engineered designed footings?
A: Correct, no slab only footings
9. Q: Is a Geotech Report available?
A: No
10. Q: Will CBP entertain purchasing a new canopy system?
A: No
11. Q: Who will be responsible for transporting the canopy from San Luis II to the jobsite?
A: See section B.3 of the SOW. The Contractor is responsible for transporting the fabric shade structure and frame from the San Luis II LPOE to the project site.
12. Q: Will a bid due date extension be issued?
A: The quotation submission deadline for this requirement has been extended from Tuesday, April 8, 2025 at 5:00 PM EDT to Tuesday, April 22, 2025 at 5:00PM EDT.
13. Q: What are the required documents to submit with the proposal for this solicitation? Will an SF1442 be provided for submission?
A: Please see section C. of the solicitation titled ‘QUOTATION SUBMISSION INSTRUCTIONS’ for the minimum documentation required to be submitted with a quotation. A SF1442 will not be provided.
14. Q: Will utilities be made available to the contractor on-site for the efforts of this project? In example water and electricity.
A: Yes
15. Q: Will the contractor have access to restroom facilities on-site or will the contractor have to provide portable bathrooms?
A: No, contractor will need to provide own portable restrooms
16. Q: Can the contractor use a portion of the site within the secure fence line for a laydown/stage area?
A: Yes
17. Q: Will the site remain in use during construction? What type of limitations can the contractor expect if the site remains active and in use?
A: Yes. There are no foreseeable limitations.
18. Q: Is the Project location/property government owned or leased? If leased, what efforts of the contractor are required to communicate with the lessor for the facilitation of this project?
A: The firing range location is not owned by CBP. The range owner has granted permission to CBP (and CBP’s eventual contractor) to perform the requirements outlined within the SOW.
19. Q: Will permits be required from the local governing authority (Yuma County) for the work outlined within the SOW?
A: Yes, See Section D.3 of the SOW.
20. Q: Per the RFQ SOW, “Work shall be accomplished during normal working hours” For bidding purposes, what are typically to be considered normal working hours?
A: Operation hours are 0600 - 1400 Monday – Friday.
21. Q: In the RFQ SOW, there are conflicting canopy dimensions. Please confirm the canopy size is 48’Wx55’L20’H.
A: Confirmed; the dimensions are 48’ wide x 55’ long x 20’ high. A corrected version of the SOW (2.4.1_Sol_A3_Att 1_SOW_20149165) has been provided.
22. Q: During the site visit it was noted, within the intended canopy installation area, that there is government owned equipment within the project area. Who will be responsible for clearing this equipment prior to beginning construction?
A: There is a booth & plastic barricades and CBP will relocate these items.
23. Q: Will any of the existing Conex storage containers need to be relocated for the efforts of the canopy installation? If so, who is responsible for the relocation/shifting of Conex storage containers?
A: No, plenty of space for the canopy to be work on and erected
24. Q: At the San Luis II CPOE, when examining the government owned canopy system, it appears to be an older system that was previously installed. Does CBP know the approximate age and origin of the system? Has the canopy fabric been replaced before?
How long has the canopy system been disassembled and stored?
A: CBP does not have age and origin information to provide. The canopy has been stored for approximately two years
25. Q: For bidding purpose, is the contractor to assume that the existing government owned/provided canopy system, to include the canopy fabric, is in complete working/serviceable order? Should any replacement of components outside of providing new hardware be assumed? If so, what percentage replacement should the contractor assume?
A: Yes, the canopy can be assumed to be in complete working/serviceable condition. See section B.4 and B.5 of SOW for requirements.
26. Q: It was discussed during the site visit, that with potential age and unknown factors of the existing canopy system, to include the relocation efforts and with the added engineering efforts associated with reusing the existing canopy system, that there could be a potential interest for the contractor to provide pricing on a new canopy system. Does CBP request that the contractor provide an alternate approach/pricing for the installation of a new canopy system? (new system to match the existing size and dimensions) A: No.
27. Q: The RFQ SOW, the request is for concrete footings for the installation of the existing canopy system. Big top manufacturing provides alternate methods of anchoring and foundational ties for their canopy systems. Is CBP open to the idea of alternate methods or approaches to the foundation requirements for this project?
A: Alternate methods are not acceptable; footings are required per SOW section B.6.
28. Q: The RFQ SOW, B. Specific Tasks, 10. “The General Contractor shall provide adjustments to the tensioning of the shade structure as needed during the warranty period. This will be based on visible inspection (no sagging). Inspection is usually required annually but can be more frequent due to excessive winds” For bidding purposes, please define the number of adjustment requests that will be required by the contractor over the two-year warranty period.
A: As stated within SOW section B.10, adjustments shall be made “as needed” during the warranty period and “Inspection is usually required annually but can be more frequent due to excessive winds”. It is anticipated that adjustments will be needed at least twice per year.
