STATEMENT OF WORK (SOW)

U.S. Customs and Border Protection (CBP)

United States Border Patrol San Diego Sector

Dispatch Console Stations

1. Background

For over 20 years Law Enforcement Information Systems Specialists (LEISS) working in the San Diego Sector at the three locations listed in this SOW have been using console stations (systems furniture) on a 24/7/365 schedule. Because of this continuous use, the existing furniture is falling apart and in need of extensive repair. The warranty on the furniture and mechanical parts expired over 10 years ago. Thus, site personnel must complete any type of mechanical or electrical repair. The consoles have outlived their life expectancy and it is the intent of CBP to install new consoles at these locations.

2. Scope of Work

The Contractor shall deliver and install twenty (20) new operator control consoles (systems furniture) meeting the specifications provided in Section 2.1 of this Statement of Work. The consoles are to be installed at the following three locations in the order and quantities as specified: The TCC is to receive 14 and shall be the first site to be installed; The Campo Border Patrol Station (CAO) is to receive 3 and is the second site to be installed, and lastly, the Newton-Azrak Border Patrol Station (MUR) is to receive 3 and to be the third site to be installed. See Section five (5) of this Statement of Work for physical locations of the TCC, CAO, and MUR.

The current existing consoles and furniture at the TCC, CAO and MUR will be removed and cleared by CBP personnel. Relocation and/or extension of existing radio lines, power, data, and voice utilities (as needed) shall also be performed by CBP personnel.

The Contractor must provide a timeline of preeminent delivery at least ten (10) days prior to installation of the new consoles to allow adequate time for CBP to remove existing consoles and furniture.

2.1 Each new control console shall:

• Comply with all OSHA, ADA, and similar industry requirements and shall be compatible with the required layout shown in Attachment No. 1 (TCC location), Attachment No.2 (CAO location), and Attachment No. 3 (MUR location).

• Have a total width that shall not exceed 68” with a minimum of 63”.

• Have a total depth, to include any portion that may expand or retract, that shall not exceed

39” with a minimum of 37”.

• Be electrically controlled and operated with a variable height adjustment of the work surface, from a low of 26” above finished floor (AFF) to at least 50” AFF.

• Have a work surface depth that is adjustable up to 12” horizontally, to and from the operator’s working position.

• Have the capability of mounting and supporting up to three (3) twenty-seven inch (27 3/4”) viewing monitors. Monitors must be able to adjust up and down at a minimum of 12”.

• Include dimmable task lighting.

• Have no less than two (2) headset jack-mounting brackets, two (2) USB charger insert, and three (3) USB – Type “A” Female/Female wall plate couplers.

• Shall include under the work surface-mounted electric control(s) for task light and work surface level control. One console, in section B of Attachment 3 (MUR location), shall have the controls mounted on the left side. All other consoles’ controls are acceptable to be mounted either on the right side, or “standard” mounting location during manufacturing, as long as all other SOW requirements are met.

• Include sufficient storage space for two (2) computers with 4x22x14 inches in dimensions that will be used at the console as a part of the finished assembly.

• Have an accessible cable and wire management space (with removable or hinged cover) such that both the operator and an Information Technology (IT) technician can both work at the unit at the same time.

• Laminate covered work surface with edge trim, and a painted metal framework of silver, dark gray, dark gray granite texture, or a neutral wood tone.

• Have an electrical whip (15 AMPS) to attach the new workstation in to the facility’s existing electrical, data, and voice utility distribution points. To cover the distance of up to 40 feet in length.

2.2. The Contractor shall be responsible for field measuring the existing operator’s room to ensure that the new work consoles will fit in the existing space along with the other furniture or area layout (as detailed in the Attachments 1, 2, and 3) while maintaining recommended human factor elements of use for the new consoles. Human Factor elements shall be limited to those defined in ANSI/AAMI HE75.2009 / (R) 2013, Chapter 23 – as those factors relate to the interaction of an operator to a workstation.

2.3 The Contractor shall be responsible for:

• Manufacturing the consoles, In-house inspection

• Packaging/crating, loading, and shipping f.o.b. Destination when applicable to the addresses listed in Section 5 of this Statement of Work

• Unloading, Unpacking/crating, New unit assembly at the respective addresses listed in

Section 5 of this Statement of Work

• Installation of the new consoles within the outline areas in the Attachments 1, 2, and 3, subject to the requirements of this Statement of Work

• Additional stand-alone electrical circuits for each console with 15A or as needed to safely operate the equipment listed in Section 2.1 of this Statement of Work

• Connection of the new consoles to the facility’s existing power, data, and voice utilities

• Operational test of each new assembly to ensure full functionality

• Cleaning of all debris caused or created by work performed under this contract

All consoles shall be installed in a layout matching the one shown in the Attachments No. 1, 2, and 3 at TCC, CAO, and MUR respectively.

3. Submittals

3.1 All submittals shall be in electronic (e.g., PDF) format.

3.2 The Contractor shall provide documentation of the manufacturer’s and Contractor’s warranty within fifteen (15) calendar days after installation of the new consoles, or by the end date of the period of performance, whichever is earlier. The Contractor shall provide the Government at least the same warranty terms offered to the general public in customary commercial practice.

3.3 The Contractor shall provide the manufacturer’s written care and maintenance instructions for the new consoles within fifteen (15) calendar days after installation, or by the end date of the period of performance, whichever is earlier.

4. Government Furnished Equipment and Property

The government will not furnish any equipment or property for the completion of this project.

5. Place of Performance

Work under this contract shall be performed at the three Border Patrol facilities listed below:

(1) TCC: 3752 Beyer Blvd. (ATTN: TCC-Bldg 19), San Diego, CA 92173

(2) CAO: 32355 Old Highway 80 (Tactical Operations Center), Pine Valley, CA 91962

(3) MUR: 25762 Madison Ave (Control Room), Murrieta, CA 92562

6. Period of Performance

All work shall be completed within one hundred and twenty (120) calendar days from the date of contract award. Once work begins at the TCC location, all work at the TCC must be completed within fourteen (14) calendar days. Same for the other locations, once work begins there, all work must be completed within 14 calendar days.

7. Security

The work to be performed under this contract is unclassified.

The Contractor and subcontractor personnel shall be required to undergo and pass limited Department of Homeland Security (DHS) background investigations before access will be granted for any on-site work to be done within the facility. The Contractor shall provide the following information for each individual requiring access: legal name, social security number, date of birth, driver’s license number, state of license issuance, license expiration date, and declaration of citizenship. All information must be

PR 20120362 - USBP San Diego Dispatch Consoles - SOW Page 4 of 4 submitted a minimum of ten (10) calendar days prior to the date that the individual will require access to the facility.

Each individual employed under the contract shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551). Any exceptions must be approved by the Department’s Chief Security Officer or designee.

8. Other Requirements

Before requesting the Government’s acceptance of the work, the Contractor shall complete final cleaning of all areas affected by the work. The area shall be cleaned thoroughly so that there is no remaining evidence that installation, construction, or repair work took place and all areas where work took place shall be returned to as-new and/or original condition. This includes but is not limited to ceiling tiles, floor tiles, and doorframes.

9. Special Considerations

9.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
