Solicitation Questions and Answers (as of 9/1/20) Contract Opportunities Solicitation 20120362
USBP San Diego Dispatch Consoles
1. Is the solicitation for light duty “systems furniture” or is it for “24/7 dispatch furniture”?
This solicitation is for dispatch furniture to be used on a 24/7/365 schedule. Cubicle divider types shall not be provided.
2. Is it possible to extend the due date to 9/8/20?
The quotation submission deadline will not be extended at this time. --- Updated --- After multiple questions and additional requests for an extension were received, Solicitation Amendment 2 extended quotation deadline to 9/9/20 at 2PM PT.
3. I can get full CAD and 3D drawings for you along with a quote if I can spend a few minutes on the phone with you or stop by and check out your center.
A site visit is not scheduled for this solicitation. Per the solicitation instructions, interested quoters must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly to benjamin.j.dorgan@cbp.dhs.gov. Questions not received by the question submission deadline of: Thursday, August 27, 2020 at Noon PT may not be considered. No phone calls please. ---Updated--- Solicitation Amendment 3 extends question deadline until 9/2/20 at Noon PT.
4. On page (1), Section 2 of the SOW, it mentions (20) new operator control consoles (systems furniture). Console furniture is more substantial and provides more ergonomic solutions than systems furniture. For this RFQ, would console furniture be considered or are you looking for a systems furniture solution?
24/7/365 Dispatch console furniture is required under this solicitation. All reference to “systems furniture” has been removed from the SOW to avoid any confusion.
5. On page 4, Section 7, second paragraph, it states “each individual employed under the contract shall be a citizen of the U.S. Does that refer to everyone in the company or just the installers who would be onsite for the installation?
The paragraph referenced has been determined to be extraneous to this requirement and has been removed from the SOW accordingly.
6. Can you tell me if there is a contract required for bidding this opportunity or can you simply submit a quote? Would HGAC, NASPO or NCPA cooperative purchase contracts be acceptable contracts?
A contract (e.g. an indefinite delivery vehicle) is not required to submit a quotation for this requirement. Be advised that this requirement is being solicited as an open-market total small business set-aside.

7. Does this process require GSA Schedule pricing as part of the submittal?
No. This requirement is being solicited on an open-market basis using FAR Part 13 procedures and as a total small business set-aside. Please read the entire solicitation for full terms and conditions.
8. SOW section 2.1 states that each console shall not exceed 68” in width, but below it states that each console must support three 27” monitors. Given that the monitors will not fit on a single tier within the 68” width, please confirm that two of the monitors can be double stacked?
Double stacked or the two side monitors are turned inward 20-45 degrees forming a wide U. This gives the operator a good viewing angle for all three monitors.
9. Section 2.1 states “work surface depth that is adjustable up to 12” horizontally”. Does that refer to the entire work surface or a keyboard platform or monitor platform? Can you provide pictures or a sample of the system you are looking for?
This statement was intended to describe the rise and lowering (vertical versus horizontal) of the work surface. The requirement is already covered elsewhere in the SOW and the entire subject bullet point has been removed from the SOW.
10. Our installers are not electricians. As per section 2.3, would the console vendor be required to hire an electrician to complete the hard wired electrical connections or would CBP personal complete the electrical connections?
CBP personnel will perform all connections. The SOW has been revised to reflect that the Contractor will not be required to perform the work.
11. Please confirm that the two additional consoles in Section C of the TCC are not part of the scope of work and that only 6 new consoles are to be installed in Section C?
Confirmed. 6 consoles in Section C (14 total at the TCC facility).
12. Are the consoles to be freestanding and independent of each other or shall each row of consoles be connected together?
Freestanding.
13. Are transparent side protective panels desired at each position to help maintain social distancing?
Protective panels are not required as part of the SOW. If provided, panels must be removable and leave no mark or surface holes.
14. SOW page 2, Section 2.2: States “The Contractor shall be responsible for field measuring the existing operator’s room to ensure that the new work consoles will fit in the existing space along with the other furnitureor area layout (as detailed in the Attachments 1, 2, and 3) while maintaining recommended human factor elements of use for the new consoles.” However, in addendum 1 , question 3 it states, “A site visit is not scheduled as part of this solicitation”. Room drawings for the TCC have been provided as part of the solicitation. Can you please provide room measurements for the rooms at the CAO and MUR locations?
Approximate Dimensions are now provided in the revised Attachments 2 and 3 to the SOW for CAO and MUR respectively.
15. Is the room at CAO where the consoles will be installed on the 1st floor?
Yes.
16. Is the room at MUR where the consoles will be installed on the 1st floor?
Yes, the floor has access to a ‘subfloor’
17. Is the room at TCC where the consoles will be installed on the 1st floor?
Yes, the floor has access to a ‘subfloor’
18. Page 2, Section 2.1, bullet 10: Can you confirm the computer tower measurements are: 4” wide x 22” deep x 14” tall?
Yes, that is the biggest size of space needed, other towers are smaller
19. Will power/data be coming from the floor at the MUR location?
Yes for two, one has the wall to its side.
20. Will the power/data be coming from the floor at the CAO location?
No, from one of the sides.
21. Do you require personal storage at the console for any of the 3 locations? If yes, what type of storage is required at each location? For example, Pencil drawer, Hanging files, Binders, ect.
None needed. Personal storage is acceptable if it makes the console more functional, aesthetically pleasing, or is a standard option AND does not conflict with any other part of the SOW.
22. Are you guys looking for fixed height consoles or full sit to stand consoles?
Please reference SOW section 2.1 for the answer to this question.
23. I guess my first and foremost question would be regarding the section of the SOW that states: “Each individual employed under the contract shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551). Any exceptions must be approved by the Department’s Chief Security Officer or designee.” Does this mean that a Canadian company is not allowed to respond to this bid?
The SOW section referenced was removed via Amendment Three to the solicitation.
Please monitor the solicitation accordingly for questions already received, answers already provided and any applicable solicitation revisions. Please be advised that this acquisition is set-aside for small businesses only under NAICS 337214 U. S. Small Business Administration (SBA) size standards. In accordance with FAR 52.219-6, quotes received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Additionally, in accordance with FAR 52.204-7, a quoter is required to have an active System for Award Management (SAM) registration at the time of submitting a quotation. Additionally, please note that FAR 52.225-1, Buy American -- Supplies (MAY 2014) and the Buy American Certificate paragraph at FAR 52.212-3(f) apply to this acquisition.
24. Q & A Amendment 3 states: "Protective panels are not required as part of the SOW. If provided, panels must be removable and leave no mark or surface holes." Can you clarify if this only applies to clear acrylic panel tops intended for social distancing? Do you require acoustic panels separation between work surfaces that don't limit the users view in the room or should there be no panels of any kind on the consoles at all?
Only applies to panels intended for social distancing. No panels required.
25. SOW, Page 1, 2.1 Bullet Point 4 states: "Each control console shall be freestanding (i.e.
not permanently attached to another console". There can be some unintended impacts to the console specification when switching to freestanding individual consoles. Individual freestanding consoles will increase the overall footprint of the consoles in the room.
Individual freestanding consoles will increase the number of parts required at each console which will drive the price per console up as compared to a group of consoles that share parts. Do you still wish to move forward with individual freestanding consoles?
Yes, individual freestanding consoles are required. The footprint will still need to meet the specifications indicated in the SOW.
26. Can you confirm if these consoles will be equipped with the Motorola MCC7500 or MCC7500e radio console? We ask because we have products specific to these radio systems.
Yes, we currently have Motorola MCC7500 Elites and plan on using these on the new consoles.
27. SOW, Page 11: CAO drawings indicate the power and data for these consoles will be coming from the ceiling using a power/data pole or column on the opposite side of the walkway from the consoles to be installed. However, Addendum 3, Question 20 states power/data will be coming from "one of the sides".
a. Can you confirm which one is correct?
b. Can you clarify if power/data is indeed coming from the ceiling using a CBP provided power/data pole?
c. If power/data is coming from a ceiling using a power pole, do you have a preference which side of the consoles we provide access into the console for the power/data from that pole?
The power/data lines will be coming from the right side of the three consoles. CBP personnel will have the power/data connections available, currently it is from one of the walls. The ceiling drop/pole, if used, will be placed at the same height from the ground as the power/data /lines available from the wall.
