SAMPLE TASK ORDER 3

Statement of Work/Duties/Responsibilities to be performed:

Pursuant to Task 3(b) “Field Services” of the contract Statement of Objectives (SOO), the Government requires technical support for the production of a 10 minute video documenting CDC Global Disease Detection (GCC) programs. The project will include 15 days of high-definition (HD) shooting in Nairobi and Kibera, Kenya and rural, western Kenya near Lake Victoria and in CDC’s Atlanta studios. The contractor will identify and secure local (i.e. in-country) field broadcast production personnel and equipment (including portable editing equipment) to work with on-site CDC program staff and CDC broadcast personnel.

Production shall include shooting of approximately 10 hours of unedited B-roll as well as approximately 20 hours of unedited interview footage conducted in local facilities or environs as well as indoor settings which should include some utilization of “green screen” technology.

CDC will be responsible for development of creative concept and securing interviews with CDC subject matter experts. The contractor shall provide field production and editor personnel to develop, modify and implement shooting script and implementation of shooting schedule.

For this project, the contractor may utilize technical support from Task 1 of the SOO, and if so will be required to arrange and execute travel for the support and ensure that the support can procure and operate vehicles to transfer equipment to various shooting sites.

The contractor shall ensure that domestic support involved in international field production have all necessary vaccinations and maintain an up to date passport.

Schedule of Deliverables and Performance Milestones: Products produced shall be in accordance with timelines set by CDC program clients and specific broadcast dates.

10 minute edited program, including closed caption files as well as all B-roll and other footage shot during production delivered to in a digital format, (i.e. .mov files via DVD-R for example).

There may be revisions to the statement of work based upon the evolution of the creative concept and scientific content for this CDC-TV episode along with refinements due to specific overseas TV standard and power considerations which the contractor shall ensure to address in securing field personnel and equipment.

Rights in Data: The Contractor is prohibited from publicizing or disseminating information without the prior written approval of the Project Officer/Contracting Officer Technical Representative. All data and products developed under this task order shall become and remain the property of the Government.

Government Furnished Property:

The CDC Broadcast Facility serves as a full state of the art High Definition live and post production house utilizing broadcast, satellite, videotape, web and computer-based delivery systems and equipment. Our live facilities include two(2) 70’ x 50’ High Definition Studios with ETC Express Lighting Control Systems, five(5) Panasonic AKHC 931 Studio HD Camera Systems, a Snell & Wilcox HD 2524 Production Switcher and a SSL C100 Audio Console. Field productions are shot with two(2) Panasonic AJ-HDC27FP cameras. Post production equipment consists of four(4) Avid NITRUS DX HD/SD Editing Suites, two(2) 3dMax Motion Graphics Suites, and a ProTools Digital Audio Workstation, along with various other secondary editing and graphics programs. In-house support systems include an Envision HDSD Analog/Machine Control/AES 1024X1024 Router, Panasonic HD1700 DVCPROHD tape decks, AutoCad 2007, Quantel SQ Ingest/Playout servers, Teranex Up & Down conversion units, three(3) HD/SD/Analog ViaSat 4.5 meter Satellite Receive Only Earth Stations, an HD Multi-Format Waveform QC Monitor system, and a Cisco GigE HD Broadcast IT network system.

Property Furnished by the Contractor: NONE

Travel: Work-Related travel is [x ] is not [ ] authorized in accordance with the Statement of Work under this task order. Travel costs are not to exceed $_20,000_. Travel may be required to support production activities taking place at CDC or other research locations. Necessity, schedule and duration of travel will be determined in consultation with program staff for whom DCS is producing broadcast programming for. For estimating purposes for this task order, it would be estimated that contract staff will travel for approximately 7 days, including 2 travel days.

Period of Performance: March 1, 2011 – July 1, 2011 Place of Performance: Work under the task order will be performed at various international locations including but not limited to Nairobi and Kibera, Kenya and rural, western Kenya near Lake Victoria and in CDC’s Atlanta studios (shooting subject matter interview and perhaps some editing):

Labor Categories and Projected Hours: List all of the labor categories necessary to accomplish the task order. The projected hours exclude the ten (10) federal holidays. The contractor shall provide the information below based on the tasks described in this task order.
