Questions and Answers to RFP and Site Visit
1. Due to the 5 year life cycle of technology, are there extended warranties in place on the broadcast equipment now in use? Who is responsible for maintaining warranties, CDC or contractor? RESPONSE. CDC is responsible for maintaining broadcast equipment warranties.
2. Which major equipment items are under warranties? RESPONSE. None.
3. Feeds from studio control are done using Verizon fiber through a Vyvx hub. Are those cost centers managed by the contractor? RESPONSE. No, CDC manages the cost for the Vyvx hub.
4. The Emergency back-up plan could not be discussed. However with a "limited down time scenario" is there an on-site storage area for back-up equipment? RESPONSE. Yes.
5. Is there a requirement to maintain an on-site spare parts inventory? If so, what items are to be covered? Minimum quantities required? RESPONSE. This is not a contractor requirement.
6. In the conference rooms some of the equipment may require replacement of projector lamps. Is the contractor responsible for the maintenance, parts and repair on these items? RESPONSE. No.
7. Is the contractor responsible for cost associated with streaming media? RESPONSE. No.
8. Is the contractor responsible for archiving streaming media? What file format is being used? Flash, Windows Media Player, etc. RESPONSE. Contractor is not responsible for archiving media.
9. Is there proprietary software being used in the CDC broadcast facility? RESPONSE. No.
10. Is software licensing fees attached to this contract? Is the contractor responsible for administering agreements and cost associated with licensing fees? RESPONSE. CDC is responsible for software licensing fees.
11. Section C; Task 2. The engineering positions, as estimated in the Labor Categories & Projected Hours section of Attachment J.1, seem to indicate that you require two (2) full-time engineers for each position: Senior Broadcast Television Equipment Maintenance Engineer, Junior Broadcast Television Equipment Maintenance Engineer-Level 1 & 2, and Junior Broadcast Engineer-IT Systems. Is that correct? Or, Are the estimated hours for engineering positions a total estimate that might require a group of engineers to perform on a ‘temporary full-time’ basis over specific period(s) during the performance year? RESPONSE. No. We require 2 full- time Engineer positions, one with expertise in IT requirements for broadcast systems.
12. Section C; Subtasks 3(a) and (b). Do you want resumes for every job category in Attachment J.1 as described in “Task 3 as Needed Support”, “Subtask 3(a) On-Site Support,” and “Subtask 3(b) Field Services”? RESPONSE. We want resumes for On-Site support.
13. Section C; Subtasks 3(a) and (b) and Attachment J.1. Are the estimated hours for full-time production staff based on 8-hour days? And, are the estimated hours for Subtask 3(a) As Needed Onsite and for Subtask 3(b) Field Services based on 10-hours days? If the answers are “No,” could you please clarify? RESPONSE. Yes.
14. Under “Uplink Crew” when you say, “prepare script,” are you referring to a writer or a teleprompter operator? And, would you hire a director separately from the Uplink Crew? RESPONSE. The program would sometimes require a Producer/Writer to prepare the script. A director would be hired on a case-by-case basis.
15. Do we need to provide overtime rates now? RESPONSE. Yes.
16. How many security clearances does the CDC pay for upon award of this contract? RESPONSE. None.
17. Does the incumbent provide any equipment? RESPONSE. On-site equipment is provided by CDC. Field Services equipment would be provided by the “field production services/personnel or “crews” identified and utilized by the contractor (Subtask 3(b)).
18. How often do you use services described in 3(b) and (c)? RESPONSE. b: Approx. 4 times a year. c: Approx. 10 times a year.
19. Are the base year labor categories and projected hours the same as option years 1 through 4 (as the base year is missing in Attachment J-1)? RESPONSE. Section J.1 Labor Categories have been revised and Section J.2 Labor Category Descriptions have been added. They are provided in this amendment.
20. As per the site visit-Attachment J 1 does not reflect the current staffing and on demand service needs of the OADC. Is this document necessary in our response or should we just use the task orders? RESPONSE. The information in the revised Section J.1 and added J.2 are for informational purposes and can be used by the contractor to prepare the Business/Price proposal. The contractors should use the information in J.1 and J.2 to provide the price information for the Sample Task Orders, see Section L, specifically, Section L.5 Sample Request for Task Order Proposals.
21. Is the current staffing expected to increase, decrease or stay the same? RESPONSE. Contractors/Offerors shall respond to the instant RFP. The current staffing numbers are not relevant to the instant RFP.
22. What are the expected budget and labor categories, under this contract, for the next fiscal year? RESPONSE. Contractors/Offerors shall respond to the instant RFP. This question is not relevant to the instant RFP.
23. If we use J 1 is that based on current staff in use or on all 22 full time positions being utilized? RESPONSE. The information in the revised Section J.1 and added J.2 are for informational purposes and can be used by the contractor to prepare the Business/Price proposal. The contractors should use the information in J.1 and J.2 to provide the price information for the Sample Task Orders, see Section L, specifically, L.5 Sample Request for Task Order Proposals.
24. Can you provide all your existing contractor positions; length of service (people there now full time on this contract) and positions budgeted to continue in the 2011 budget year. Can you provide their current occupation codes? RESPONSE. Contractors/Offerors shall respond to the instant RFP. This question is not relevant to the instant RFP. The only pertinent information about the incumbent contractor was published in the 1 September 2010 synopsis (Name and Location).
25. Will you provide a copy of the Government Quality Assurance Surveillance Plan (GQASP)? RESPONSE. Section E.2 “Evaluation of Contractor Performance” has been revised to state,” This will be provided at contract award.”
26. Under this contract, the FAR (52.232-7) allows for more frequent billing if approved by the Contracting Officer. Would we be able to bill weekly or bi-monthly? RESPONSE. No. Billing shall not occur more frequently than “Monthly.”
27. Would QuickBooks invoicing with hours and rates be enough for a “substantiated voucher” as required by applicable FAR or what do you require as a “substantiated voucher” for invoicing? RESPONSE. A proper voucher must contain all of the data fields listed in Section G.9 Invoice Submission in the RFP. The voucher and backup documentation must include: labor category, hours, and rates which can be generated by any software that can be tailored accordingly.
28. What is your budgeted amount for on demand services for 2011? RESPONSE. Contractors/Offerors will be providing this information based on their Business/Price proposal submissions in accordance with the instant RFP, Attachments J.1 and J.2, and the Sample Task Orders.
29. Is there any difference in Attachments J4 and J5 in Part 4? RESPONSE. They were both included in the RFP because they represent the Wage Determinations for the entire State of Georgia and the Government wanted to make sure that all pertinent Labor Categories were accounted for, if applicable.
30. May we have a list of current FTE or FTE job list? RESPONSE. Contractors/Offerors shall respond to the instant RFP. This question is not relevant to the instant RFP.
31. Would it be ideal to provide a cover for each apportioned proposal - Technical, Business/Price and Sample TO? Also, is including a cover letter acceptable? (p. 12 of Part 3, Section L.2 or p 67 of 76 pp). RESPONSE. These are individual business decisions. The RFP requires L.2 General Instructions (Negotiated) (Jan 2000) (c) Your proposal must be prepared in separate parts, TECHNICAL, BUSINESS/PRICE and SAMPLE TASK ORDERS.
32. Assume we should provide one original and one copy of each section for Technical, Business/Price and Sample TO? (p. 12 of Part 3, Section L.2 or p 67 of 76 pp). RESPONSE. Correct.
33. In Section L.3, there is reference to the resumes for Key Personnel. Please advise who is considered Key. (p. 13 of Part 3 or 68 of 76 pp). RESPONSE. “Key Personnel” relates to the Technical Criteria 3: Experience of Personnel information.
34. In Section L.4 (a), p.15 or 70 of 76, assume we should include Section B here in addition to Att. J1 or is there another location that we should place it? Please advise. RESPONSE. See the revised Section B and Attachments J.1 and J.2. The contractors shall put the loaded hourly labor rates in Attachment J.1 and the Business/Price Proposal shall have all of the required information to backup the loaded hourly labor rates.
35. Att. J1, p. 24 of Part 3, the hours for the Off-site rates in Option Period 3 are reduced from 75 to 60 for the Videographer and Multimedia Specialist, but then increases back to 75 in Option Period 4. Please advise if the hours should be 75 for Option Period 3. RESPONSE. Section J.1 Labor Categories have been revised and Section J.2 Labor Category Descriptions have been added. They are provided in this amendment.
36. For all of Att. J1, should there be any hours in the Actors category? RESPONSE. Section J.1 Labor Categories have been revised and Section J.2 Labor Category Descriptions have been added. They are provided in this amendment.
37. Att. J2 - Past Performance Information and Att. J3 - Contractor Performance Evaluation Report appear to be the similar. Are either acceptable to use, or is there one preferred over another? Or, are they for different purposes? Section L.7 only states Section J (no number)and Section M.4 (d) references Att. J4 (Past Performance Survey), which is actually Att. J2. Please clarify. RESPONSE. The “Past Performance Questionnaire”, in accordance with Section L.7 of the RFP, Attachment title “Past Performance Information (Survey Document)” and ‘Past Performance Survey” all relate to the same form used to gather the information required by Sections L.7 and M.4 of the RFP. The “Contractor Performance Evaluation Report” attachment is provided for informational purpose to let contractors know how they will be evaluated on a yearly basis once the contract is awarded. Yes the information in the “Past Performance Information (Survey Document)” and “Contractor Performance Evaluation Report” are similar.
38. ODC - there is mention of domestic and international travel, but no reference to including any ODC other than in one of the Sample TOs. Please advise. RESPONSE. See the revised Attachment J.1 in this amendment.
