About this file
This is a Cost Proposal Submission Form for District Management Services issued by the Ticaboo Utility Improvement District (TUID) in Utah. The solicitation requests proposals for comprehensive district management services with a proposal submission deadline of July 31, 2026, at 5:00 PM MDT. Questions regarding the solicitation must be submitted by July 28, 2026, at 5:00 PM MT to John Motley at john@ticaboouid.com with a copy to mike@ticaboouid.com. The contract will be awarded following a two-phase evaluation process consisting of technical and cost proposal assessments, with the technical evaluation completed before cost proposals are opened. All submitted pricing must remain valid for a minimum of ninety (90) calendar days following the proposal due date.
Proposers must submit pricing for a fixed monthly management fee covering routine district management services, hourly rates for various personnel positions including District Manager, Assistant Manager/Support Staff, Administrative Support, Field Operations Support, and Emergency Response Services, and any reimbursable expenses such as mileage, lodging, per diem, specialized equipment, and materials/supplies. Optional services or additional fees should be clearly identified. Cost proposals will be scored using a formula allocating 300 maximum cost points, with the cost score combined with the technical evaluation score to determine final ranking. The lowest proposed price receives the maximum cost points, with other proposals scored proportionally. Proposers must certify the accuracy and completeness of their pricing, acknowledge understanding of the scope of services, and agree to honor submitted pricing for at least ninety days following the proposal due date.
