About this file

This is a construction specification document and project manual for the Walden Park Observatory project in Eagle Mountain, Utah, prepared by RANGE architecture+design in September 2024. The project encompasses the complete construction of an observatory facility, with detailed specifications covering all major construction divisions including general requirements, concrete, masonry, structural steel, thermal and moisture protection, doors and windows, finishes, HVAC systems, and electrical work. The document establishes comprehensive administrative and procedural requirements for the contractor, including mandatory substitution procedures with 15-day advance notice for substitutions due to changed conditions and 30-day windows for convenience substitutions; project management and coordination protocols requiring preconstruction conferences within 20 days of contract execution, weekly progress meetings, and detailed requests for information (RFI) procedures with 7-day architect review periods; construction progress documentation requirements including critical path method scheduling with activities limited to 20-day durations; and submittal procedures requiring all documents in electronic PDF format with 15-day initial review periods and 21-day periods for sequential consultant reviews. Quality requirements mandate testing and inspection services, mockup construction and approval before proceeding with installation, and qualification standards for manufacturers, fabricators, installers, and testing agencies, with the owner responsible for engaging qualified testing agencies and contractor responsible for additional quality control services.

The specification document does not contain specific pricing information, funding amounts, or contract award details; these commercial terms are addressed separately in the state and local contract opportunity notice. Eagle Mountain City is requesting competitive proposals from responsible firms for construction of the observatory with required submission of a 5 percent bid bond, insurance verification, and certificates of insurance, with 100 percent performance and payment bonds due at contract signing. Bids will be evaluated and results posted on eaglemountaincity.com/purchasing with notification to all vendors via email; the selected contractor will execute a signed contract upon submission of required insurance, bonds, and documentation. The project timeline, total contract value, and specific completion date are not specified in this specification document but are contained in the associated bidding documents and construction plans referenced in the opportunity notice.
