STATEMENT OF WORK

COMMERCIAL HVAC UPGRADES: CHILLER #2 REPLACEMENT &

VARIABLE FREQUENCY DRIVE REPLACEMENT

FLORIDA KEYS NATIONAL MARINE SANCTUARY

NANCY FOSTER FLORIDA KEYS ENVIRONMENTAL COMPLEX

31-33 East Quay Road, Key West, Florida 33040

Background:

NOAA’s Florida Keys National Marine Sanctuary (FKNMS) Nancy Foster Florida Keys Environmental Complex, located along the waterfront at 31-33 East Quay Road, Key West, FL 33040, includes the FKNMS headquarters office, as well as lower region operations office, maintenance building and public visitor center.

The complex requires upgrades to their commercial HVAC system including:

• Replacement of HVAC chiller #2 - The replacement of their commercial HVAC chiller #2 is due to coil failures. The site has had numerous issues involving failures of this unit which poses a health and safety concern for personnel, property and visitors due to the lack of conditioned air throughout the facility and visitor center. The chillers are located outside of the maintenance building in a secure location. Chiller coils require to be coated with a corrosion resistant material to allow for an extended service life.

• Replacement of the Variable Frequency Drive (VFD) for one of the commercial HVAC pumps

A site visit at 31-33 East Quay Road, Key West, FL 33040 is strongly encouraged.

Vendors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable.

In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

Contact the Technical Point of Contact (TPOC) listed below for further information on site visits. To make a site visit, please make an appointment during working hours (Monday – Friday, 9:00am – 5:00pm) with the TPOC.

Tasks:

All labor, materials and equipment required to complete the work listed below.

Installation to be completed in place as follows at 31-33 East Quay Rd, Key West, FL, 33040 and includes the following specific services for commercial HVAC system:

0001 REPLACE HVAC CHILLER #2

MECHANICAL

1. Disconnect all mechanicals and then remove and dispose of existing failed Daikin 60-ton Chiller (Model # AGZ060 EPMNN-ER00; Serial # STNU16100031). See photo of nameplate below.

2. Furnish and install one Daikin 60-ton AGZ060 EPMNN-ER00, Air cooled chiller with corrosion resistant coil treatment applied prior to arrival on site.

3. Provide 410A refrigerant to fill the system to factory specifications for the unit.

4. Provide BACNET compliant controls for connection to an Automated Logic

EMS control system.

5. Reconnect chilled water lines to existing piping

6. Insulate new chilled water lines to match existing insulation

7. Replace valves and strainers, thermometers and gages on inlet and outlet piping of Chiller #2 as well as for Chiller #1. Replace all wells and nipples associated with the thermometers and gages of both chillers. (Valves currently installed are butterfly style 4”)

8. Flush all lines, pressure test systems for leaks and startup chillers per factory guidelines.

ELECTRICAL

1. Modify existing 460V feed, circuit breakers and conduit to facilitate power to the new chiller

2. Replace unit disconnect

3. Install control devices for connection to the buildings Energy Management

System (EMS) in order to facilitate automatic chiller operation via the installed EMS (Automated Logic)

0002 REPLACE 10 HP VFD (460 Volts) FOR HVAC PUMP #2:

1. Secure power, lock out circuit

2. Remove and replace Variable Frequency Drive for pump #2

3. Provide drive

4. Start and test

5. Place equipment in service

6. Code changes or upgrades

General Work Requirements:

1. Work is to be scheduled with the Technical Point of Contact (TPOC) and completed during normal business hours - Monday – Friday (9am-5pm).

2. Any subcontractor(s) must be named in the proposal of work and any changes to the subcontractor must be approved in advance by the Contract Officer.

3. All installed parts and replacement parts shall be new, commercial grade, and without defect from the manufacturer.

4. Components shall meet GSA requirements for sourcing compliance.

5. Disposal of waste items is solely the responsibility of the selected contractor.

6. Permitting, if required, is the sole responsibility of the contractor.

7. Include standard manufacturer warranty.

8. Provide 30-day warranty on service during normal working hours, excluding normal maintenance items.

9. A site visit is strongly encouraged as there exists the need for familiarity with the installation. Prospective bidders should coordinate visits with the Technical Point of Contact. In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

10. Offerors are cautioned that all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.

11. Contractor must be responsible for all applicable travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

12. Any additional conditions found which will cause additional funding must be submitted in writing by the prime contractor only (if there is a prime and subcontractor) and approved in writing by the Contracting Officer.

13. Contractor shall be responsible for repairing or replacing any damage to the government’s property, including but not limited to existing structures, finishes, fixtures, and personal belongings, that occurs as a direct result of the Contractor's work or operations during the project, at no additional cost to the government.

Other Applicable Provisions:

1. Period of Performance of this contract shall be 90 days post award.

2. Invoices shall be submitted through the Federal Government’s Invoice Processing

Platform (IPP) electronic payment system for payment.

3. Prospective bidders must have an active registration in the SAM.gov registration system at the time of their bid submission and throughout contract.

4. FKNMS personnel to coordinate work and schedule on site.

5. Electricity and water provided on site.

6. Warranty service to be provided as per manufacturers recommendations.

IT Security Requirements:

The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.
