THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED
AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This synopsis/solicitation 1305M225Q0068 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.
The National Oceanic and Atmospheric Administration’s (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), needs HVAC Chiller and VFD replacements. The Nancy Foster Florida Keys Environmental Complex, located along the waterfront at 31-33 East Quay Road, Key West, FL 33040, includes the FKNMS headquarters office, as well as lower region operations office, maintenance building and public visitor center. The complex requires upgrades to their commercial HVAC system including:
• Replacement of HVAC chiller #2 - The replacement of their commercial HVAC chiller #2 is due to coil failures.
The site has had numerous issues involving failures of this unit which poses a health and safety concern for personnel, property and visitors due to the lack of conditioned air throughout the facility and visitor center. The chillers are located outside of the maintenance building in a secure location. Chiller coils require to be coated with a corrosion resistant material to allow for an extended service life.
• Replacement of the Variable Frequency Drive (VFD) for one of the commercial HVAC pumps
All work shall be in accordance with the attached Statement of Work (SOW) and/or Drawing Package.
The Period of Performance is Date of Award through 90 days. The Place of Performance is:

Contract Type/Evaluation
The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.
This RFQ is a 100% small business set-aside. The associated NAICS code is 238220, Plumbing, Heating, and Air Conditioning Contractors, with a size standard of $19 Million.
Service Contract Labor Standards
A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4583, Revision Number 28, dated December 23, 2024.
Offeror Instructions
Each offeror must provide the following information with the quote:
1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ.
Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
5. Completed Past Performance Reference form.
Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.
Site Visit
A site visit is strongly encouraged. Offerors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. Site visits are to be completed NO LATER THAN Friday, 2/28/2025.

Quotes in response to this solicitation shall be submitted electronically via email by 11AM Eastern, on March 12, 2025 to the following Government representative(s):

Offers received after the date and time specified in this solicitation may be excluded from consideration.
The anticipated award date is on or about March 28, 2025.
