About this file
This document is a Questions and Answers (Q&A) file for Solicitation Number 1305M225Q0068, a NOAA contract for HVAC system upgrades at the Florida Keys National Marine Sanctuary (FKNMS). The Q&A addresses technical specifics for replacing a 60-ton Daikin chiller (Model # AGZ060 EPMNN-ER00) and a 10 HP VFD-driven pump. Key technical details include confirming chilled water lines are steel, the chiller will use R-34 refrigerant, BACNET controls are required, and Mega Press fittings are permitted for piping. The existing main electrical distribution panel will be reused, and the wire sizes appear sufficient for the new equipment.
The solicitation involves replacing HVAC equipment with a 90-day performance timeline, though vendors noted potential lead time challenges of up to 12 weeks. Bid responses are to be submitted via email to the contract specialist, with the bid due date being extended (originally March 12th, 2025). The contract is with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), specifically for the Florida Keys National Marine Sanctuary, and involves upgrading the commercial HVAC system's critical infrastructure components.

Q&A 1305M225Q0068
1. Any as builts or drawings associated with this job to understand very clearly the dimensions for size of chillers, Pads, length of new piping, insulations, EMT conduits, Existing panel conditions, connections and photos of circuit breakers to connect new systems.
a. The required brand / model is Daikin 60-ton Chiller (Model # AGZ060 EPMNN-ER00;
Serial # STNU16100031), as listed in the SOW requirement and fits in the location. The specific brand / model has set dimensions. All associated replacement parts should work with that specific brand / model.
2. More photographs with exact locations of chillers to make sure it will be easy to remove and reinstall.
a. Photos are provided with this solicitation amendment.
3. Are we replacing only one chiller only? These chillers are heat recovery chillers as well.
a. As listed in the requirement it is to provide the specific services for commercial HVAC system (details included in SOW).
4. Material of the chilled water lines – Could you confirm the material of the existing chilled water lines?
a. Steel.
5. Pump #2 specifications – Do you have any additional technical specifications or details available for Pump #2 beyond the need for a 10 HP VFD replacement?
a. It should be industry standard that 10 HP correlates to a 3-phase electricity. The pump is 3 phase, 480 volt, 10 hp circulating pump.
6. Confirm Bid Date is March 12th, 2025.
a. The bid due date is being extended with this amendment.
7. Per Offeror’s instructions, we are to submit acknowledgment of the SF-30- form. I don’t see any amendments included in the bid documents. Is there are no amendments, is there anything else we need to submit to meet this requirement?
a. An SF-30 will be posted with any amendments. So far, one amendment was posted to SAM on 2/26/25, and this is currently the second amendment.
8. Where should the bid package be sent? Can it be uploaded to SAM.GOV?
a. Response submission instructions are included in the solicitation package (specifically the RFQ attachment). Responses to include all requirements are to be submitted via email to the contract specialist noted.
9. Statement of Work states 90 days from award, I have requested estimated lead times from the manufacturer on the chiller & I believe this is at least 12 weeks.
a. It is understood that there may be delays beyond the 90-day requirement and can be adjusted with sufficient notification
10. Statement of Work states R-410 Chiller. Daikin is now manufacturing chillers with the new mandated R-34 refrigerant. Will this be an issue?
a. It is not an issue; the SOW was written prior to the changeover.
11. Currently the chillers only have start – stop & are not utilizing bacnet. So, will bacnet communication be required for the new chiller?
a. The chiller should come with the BACNET controls on board. Purpose is to allow for full future connection to the Automated Logic EMS.
12. The piping is carbon steel 4”. Will Mega Press fittings be allowed in lieu of welded joints?
a. YES
13. The fused disconnect will be replaced with a new one with fuses to match new chiller MOCP. It appears the wire size is sufficient. Will NOAA require a new breaker in the main distribution panel or will the existing one be re-used.
a. Existing main is to be used.
