About this file

This is a Solicitation of Qualifications document from Boulder County Procurement in Boulder, Colorado, establishing a short-list arrangement for fencing installation and repair services on Boulder County Open Space lands. The Boulder County Parks and Open Space Department seeks to create a pre-qualified list of fencing contractors who will be engaged on a project-by-project basis to install or repair fencing across both plains and mountain terrains within the county's open space holdings. The solicitation does not guarantee work to selected vendors; rather, it establishes a pool of qualified contractors available for future assignments as projects arise.

Under the short-list arrangement, project assignments are differentiated by value threshold. For projects valued below $10,000, Boulder County may assign work directly to any vendor on the shortlist based on project needs without competitive bidding. For projects valued at $10,000 or greater, the County will contact all vendors on the shortlist, provide a deadline for quote submission, and select a vendor based on timely-submitted quotes. This contracting structure is formalized in the contract template that selected vendors will execute, specifically outlined in Paragraph 2 of the agreement.

Short-List Arrangement

This solicitation for qualifications seeks to create a “short list” of vendors under contract with the County; however, it does not guarantee work.

Vendors will be selected on a project-by-project basis. For projects less than $10,000, the County may assign work to any vendor on the shortlist based on project needs. For projects $10,000 and greater, the County will reach out to all vendors under contract on the short list and provide a deadline for vendors to provide a quote. The County will select a vendor based on the quotes timely provided.

Paragraph 2 of the contract template contains the specific language that contractor will agree to with respect to this “Short list” arrangement.
